The roll for the Little Rock Historic District Commission (LRHDC) was called, and there
was a quorum; the minutes from the November meeting were approved. There was
one Certificate of Appropriateness application to review:

Address: 510 East 8th Street
Request: Restoration of front porch and front facade, new roof, select
mechanical and other improvements
As Comm ssioner Charles Marratt was project manager, he recused himself from the
meeting during the discussion and decision of this application. John Jarrard, project
architect, described the application, which is a tax credit project, and involves the
following: restoration of the front porch and front facade to its original configuration and
composition, a new roof and select mechanical and other improvements. The front
porch had been enclosed and the proposed rehabilitation work involves opening the
porch back up and the installation of new siding, columns, railing, decking, windows,
door with transom and architectural detailing. Part of the project is being funded by a
mini grant from the state preservation program. On the east elevation, there will be the
construction of a new side entry (inset covered porch) with matching details of the front
porch.

After some questions and discussion regarding the project's roof and porch details,
Commissioner Tommy Jameson made the motion to approve the COA, contingent upon
the Arkansas Historic Preservation Program's (AHPP) approval of the balustrade on the
east side. A vote was taken and it was unanimous; three voted to approve the COA
application at 510 East 8th Street.
The next item of discussion was the required training of the LRHDC by the state
Certified Local Government (CLG) office, which was mentioned at an earlier meeting.
The training is divided into three sessions, with the first as the longest (eight hours) and
more difficult to arrange in terms of the LRHDC schedule. It appears that March or April
is a possible time for the first training session but no definite date has been established.
For the 1997 CLG grant proposal schedule (deadline in mid - February), the LRHDC
discussed several possibilities from a list provided them. (NOTE: while CLG grants are
not managed specifically by the Commission, these grants are possible due to the fact
that the City of Little Rock has a municipal historic district ordinance, which the LRHDC
administers). After much discussion, the list was narrowed to a select four. The grant
proposal will be written by staff, and the LRHDC will be notified of any decisions
regarding the 1997 CLG grant process.
Commissioner John Bush stated that the LRHDC was requested by Central Arkansas
Transit Authority to have a representative on its design committee. The purpose of the
committee is to discuss the design and construction of a transit transfer station on the
north side of 5th Street. John Greer was selected as LRHDC representative for the
committee.
As there was no further business, the LRHDC adjourned at 6:00 p.m.
