HDC_01 04 1996MINUTES LITTLE ROCK HISTORIC DISTRICT COMMISSION PUBLIC HEARING JANUARY 4, 1996 5:00 P.M. The meeting was called to order at 5:00 p.m. by Chairman John Bush. A quorum was present - John Bush, Tommy Jameson, Carl Menyhart and Julie Wiedower. Bob Roddey was absent. Anthony Black, Assistant City Attorney was present. Tony Bozynski and Shawn Spencer, Neighborhoods and Planning, were present. Chairman Bush asked for a motion to approve the minutes of the December 7, 1995 meeting. Anthony Black suggested that the wording in the third paragraph, page 2, needed to be changed to read "the Commission discussed the adoption of the National Register nomination." A motion was made to approve the minutes as corrected. The motion was seconded and approved by a vote of 4 ayes, 0 nays and 1 absent. Item No. 1 Applicant: Jean Ann Phillips Location: 609 Rock Street Request: Structural Alterations (renovation of existing single family residence) Chairman Bush announced Item No. 1. Jean Ann Phillips was present and addressed the Commission. Ms. Phillips discussed her request and reviewed the proposed alterations. Ms. Phillips said that she would be restoring the residence to its original appearance. Comments were then offered by various members of the Commission and some questions were asked. There was some discussion about the immediate neighborhood and the downtown area. Jean Ann Phillips spoke again and responded to the questions. Ms. Phillips said that she hoped to be in the house by mid-October. There was no opposition to the request. A motion was made to approve the Certificate of Appropriateness. The motion was seconded. The motion passed by a vote of 4 ayes, 0 nays and 1 absent. At this point, the Commission discussed the proposed local historic district for the Hillcrest neighborhood. Anthony Black, Assistant City Attorney, suggested a wording change in the cover letter for the report to the Little Rock Planning Commission and the Arkansas Historic Preservation Program. Mr. Black recommended that "initiating" be changed to "following" in the first sentence of the opening paragraph. There was some discussion and the Historic District Commission agreed on the letter's content and signing it. Paul Crawford, Hillcrest Residents' Association, addressed the Commission and discussed the petitions and possible opposition to the district. Mr. Crawford also said that the Hillcrest Merchants' Association provided the Residents' Association with a letter supporting the local historic district concept. There was a brief update on Curran Hall and it was reported that the Advertising and Promotion Commission was still interested in the property. Carl Menyhart and Tommy Jameson volunteered to call Barry Travis, the Commission's Director, and discuss the matter with him. The siding issue was discussed. Tommy Jameson agreed to work with Carl Menyhart on a report to present to the Commission. There was some discussion about design guidelines for the proposed Hillcrest historic district. There being no further business before the Commission, the meeting was adjourned at 5:50 p.m.
