HDC_03 03 1994MINUTES LITTLE ROCK HISTORIC DISTRICT COMMISSION PUBLIC HEARING MARCH 3, 1994 5:00 P.M. The meeting was called to order at 5:00 p.m. by Chairman John Bush. A quorum was present - Mr. John Bush, Mr. Carl Menyhart, Mr. Bob Roddey, Ms. Jeanette Heinbockel and Ms. Julie Wiedower. Assistant City Attorney Anthony Black was present. Item No. 1 - Owner: Marion Butler, Leonard Stallman, agent Location: 923 Cumberland Street Request: Install vinyl siding Mr. Leonard Stallman was present and explained the vinyl siding application to the Commission. Also present and representing the owner was Mr. Sonny Dillahunty. Mr. Stallman presented photographs of the structure at 923 Cumberland and explained where the siding would go. He pointed out that there are numerous alterations to this structure and that there is an inconsistency of products /finishes used on the structure. His application would apply 4 1/2 inch siding on the entire house. A lengthy discussion followed. Mr. Tom Wilkes was present and spoke in favor of the application. Mr. Wilkes has managed this property since 1977. He said it was very expensive to maintain the building. Mrs. Butler was present and spoke to the Commission requesting approval of the siding application. Mrs. Butler amended her application to apply siding only to the north and east sides of the structure. Commissioner Heinbockel made a motion to deny the application to apply siding to the north end and east sides of the structures. Commissioner Menyhart seconded. The vote was taken. Motion carried. All ayes. The Chairman announced that this years CLG grants had been approved. The next item of business was discussion of a proposal presented by Cheri Nichols for a signage plan as a part of the ISTEA "Transportation Enhancement" funding. The signage plan involved the existing historic district entry plaques to be displayed upon brick columns. The Little Rock Convention and visitors Bureau will apply for the funding. 1 The Commission unanimously agreed to participate in the program. There being no further business before the Commission, the meeting adjourned. 2
