LITTLE ROCK HISTORIC DISTRICT COMMISSION
PUBLIC HEARING
SEPTEMBER 2, 1993
5.00 P.M.
The meeting was called to order by Chairman Bush. A quorum was
present - Mr. Carl Menyhart, Ms. Julie Wiedower, Ms. Jeanette
Heinbockel and Mr. John Bush. City Attorney Anthony Black was
present.
The Chairman asked for a motion to approve the minutes of the
previous meeting. A motion was made by Commissioner Heinbockel to
approve the minutes as received. Commissioner Menyhart seconded.
Motion carried. All ayes.
Item #1 - Owner: Cook Jeep - Eagle; Ethel Cook
Location: Northeast corner of 10th and Scott Streets
Request: Install rail, lights, bumper, gate and
landscaping
Roger Cook, partner in Cook Jeep - Eagle, was present and explained
his application. Also present was Mary Jane McDonald speaking in
behalf of Cook Jeep - Eagle. Roger Cook explained that he owned two
lots at 10th and Scott Streets with his sister Ethel, and that they
wanted to use the lot for storage of new vehicles.
Mr. Cook explained that all landscaping, all of which would be
placed in the public right -of -way, would not include a sprinkling
system. Lighting would be three shoebox lights on AP &L poles and
directed towards the center of the lot. Mr. Cook explained that
the railing would be similar to that railing located at their sales
lot on Main Street.
There were several people present speaking against the application:
Ms. Cheryl Nichols, Director of the Quapaw Quarter Association; Mr.
Randy Jeffery, representing the State Historic Preservation
Program; Ms. Mary Simmons; and Mr. Charles Marratt.
After a lengthy discussion, Commissioner Heinbockel made a motion
to defer the application for up to 90 days. Commissioner Menyhart
seconded. Motion carried. All ayes. 0 noes.
There being no further business, the meeting adjourned.
