HDC_12 07 1992MINUTES LITTLE ROCK HISTORIC DISTRICT COMMISSION DECEMBER 7, 1992 5:00 P.M. The meeting was called to order by acting Chairman John Bush. A quorum was present - Mr. Carl Menyhart, Ms. Julie Wiedower, Mr. John Bush. City Attorney Peggy Johnson was present. The Chairman stated that the only matter on the agenda for this called meeting is to hear and to provide an opportunity for the hearing of dissent on the Zoeller's fence at 500 East 9th Street, a matter having previously come before the Commission that has been decided. There was a problem with notification and those who wanted to dissent were not provided an opportunity. The Chairman explained that the Commission has already heard the fence described and dealt with its placement and design, and that this meeting would revisit the issue of whether the fence should be built or not. The Chairman asked for those who wish to dissent to come forward and address the Commission. Kinnard Kohler came forward and introduced himself as a property owner and resident at 500 East 8th Street. Mr. Kohler asked for a description of the fence. Dr. Zoeller responded that it would be a 6 foot high picket fence painted tan and set back 25 feet from the 8th Street property line. Mr. Koehler spoke of all the consideration given to other projects in the district and expressed his concern on this project. A discussion followed. Commissioner Menyhart asked the owner to describe the landscaping and sprinkler plan. Dr. Zoeller explained that the fence was basically for security and that it was not opaque. Dr. Zoeller assured the Commission that he would maintain the lawn and the area would be nicely kept. Randy Jeffery of the State Historic Preservation Program was present and made a statement that the fence meets the proposed guidelines for MacArthur Park and that the Decorative Arts Museum had installed a 6 foot picket fence similar to the Zoeller's proposal. Commissioner Wiedower made a motion to approve the application for a fence. Commissioner Menyhart seconded. The vote was taken. Motion carried. All ayes. There being no further business, the meeting adjourned.
