LITTLE ROCK HISTORIC DISTRICT COMMISSION
PUBLIC HEARING
JUNE 4, 1992
5:00 P.M.
The meeting was called to order at 5:00 p.m. by Chairman Thomas
Johnson. A quorum was present - Mr. John Bush, Mr. Carl Menyhart,
Ms. Jeanette Heinbockel and Mr. Thomas Johnson. Also present was
City Attorney Earnest Sanders.
The Chairman asked for a motion to approve the minutes of the
previous meeting. A motion was made by Commissioner Bush to
approve the minutes as received. Commissioner Heinbockel seconded.
Motion carried. All ayes.
Item #1 - Owner: James Whitehurst
Location: 600 East 15th Street
Request: New construction - apartments
Mr. David Perry and Mr. Scott Evans of Roark, Perkins Perry
Architects Engineer were present representing Mr. James Whitehurst.
Mr. Perry and Mr. Evans presented the plans for the apartments and
explained the project to the Commission. Scott Evans presented the
design scheme and its relationship to the existing neighborhood.
He stated that the 8 unit, 2 building apartments would have its
smaller facade facing 15th Street and that the entrance elevations
will be flat for visibility and security. Materials will include
2 1/2 inch vinyl siding, vinyl trim and aluminum sash windows.
Chairman Johnson stated that he had spoken with Randy Jeffery of
the State Historic Preservation Program and that agency has no
problem with the project. Chairman Johnson also read and
summarized the infill guidelines from the MacArthur Park Guideline
booklet.
After discussion of setbacks, lighting, landscaping and building
height, Chairman Johnson informed Mr. Perry that today's decision
would be for preliminary plans and that if approved, he would be
required to come back to the Commission for details.
Commissioner Bush made a motion to approve the application as
submitted with the following changes: 1) Parking setback from
15th Street be increased, 2) parking be screened with landscaping
from 15th Street, and 3) driveway be narrowed. Commissioner
Heinbockel seconded. The vote was taken. Motion carried. All
ayes.
Ron Newman, Planning Manager, presented a brief update on Historic
District Ordinance revisions. He suggested tabling the revisions
until the guideline package is prepared. The Commission agreed.
Chairman Johnson asked for an official request of the City Attorney
to research the agreement between the City and AP &L as to their
easement for trimming trees with the purpose of seeing if the
agreement can be changed to eliminate tree trimming in the Historic
District. The Commission agreed.
Commissioner Menyhart suggested writing a resolution urging
preservation of the Mosaic Templars of America building. The
Commission agreed that a resolution was appropriate.
There being no further business, the meeting adjourned.
