HDC_03 05 1992MINUTES LITTLE ROCK HISTORIC DISTRICT COMMISSION PUBLIC HEARING MARCH 5, 1992 5:00 P.M. The meeting was called to order at 5:00 p.m. by Chairman Thomas Johnson. A quorum was present - Mr. John Bush, Mr. Carl Menyhart, Ms. Jeanette Heinbockel and Mr. Thomas Johnson. Also present was City Attorney Steve Giles. The Chairman asked for a motion to approve the minutes of the previous meeting. A motion was made by Commissioner Bush to approve the minutes as received. Commissioner Heinbockel seconded. Motion carried. All ayes. Item #1 - Owner: Mark and Karol Zoeller by John Jarrard Location: 500 East 9th Street Request: Window replacement, roof alteration and screen installation Mr. John Jarrard spoke in behalf of the Zoellers and explained the application to the commission. He presented photos and explained that the aluminum windows on the back (north face) of the building would be replaced with wood easement windows, the roofline would be extended to cover the porch, and 1 1/2 inch by 1/4 inch lattice would be used to screen the mechanical system on the east side of the site. There was no opposition to this application. Commissioner Bush made a motion to approve the application as presented. Commissioner Menyhart seconded. The vote was taken. Motion carried. All ayes. Item #2 - Owner: Robert M. Traylor, Jr. by Susan Causey Location: 403 East 14th Street Request: Replace front porch columns Susan Causey, representing the owner of the property, was present and explained her application. She had found replacement columns with a 10 inch diameter tapering to 8 inches. The original columns were 12 inch diameter tapering to 10 inches on top. The porch had 4 columns, 2 need to be replaced. Ms. Causey said it would take 3 to 4 weeks to order the columns. Commissioner Bush made a motion that the porch columns be replaced with the original dimension of 12 inch diameter columns and that staff be responsible for final approval. Commissioner Menyhart seconded. The vote was taken. Motion carried. All ayes. The Chairman stated that the Commission had received a request for rehearing from Joe Giroir regarding demolition of a structure at 315 East 11th Street. The owner was not present, nor was anyone present to represent the owner on this request. Mr. Randy Jeffery, representing the State Historic Preservation Office, said he supports a rehearing of this demolition application. Commissioner Heinbockel made a motion to rehear the application at the next available commission meeting. Commissioner Bush seconded. The vote was taken. Motion carried. All ayes. Ron Newman, Planning Manager, presented potential Historic District Ordinance revisions for discussion. Randy Jeffery announced the upcoming Certified Local Government workshop April 23rd and 24th. The next item of business was adoption of a calendar for 1991. Commissioner Menyhart made a motion to adopt a calendar with the same format as the previous years. Commissioner Heinbockel seconded. Motion carried. All ayes. The Chairman opened the floor for nominations for chairman and vice - chairman for 1992. Commissioner Menyhart nominated Tom Johnson for chairman and Commissioner Heinbockel nominated John Bush for vice - chairman. The vote was taken. Tom Johnson will be Chairman for 1992 and John Bush will be vice-chairman. There being no further business, the meeting adjourned.
