HDC_08 01 1991MINUTES LITTLE ROCK HISTORIC DISTRICT COMMISSION AUGUST 1, 1991 5:00 P.M. The meeting was called to order at 5:00 p.m. by Chairman Thomas Johnson. A quorum was present - Mr. John Bush, Mr. Carl Menyhart, Ms. Jeanette Heinbockle and Mr. Thomas Johnson. Also present was City Attorney Bill Mann. Chairman Johnson announced the first item for consideration: Item No. 1 Owner: Spurling Fire and Burglar Alarm, Tommy Leath, Agent Location: 901 Rock Street /401 East 9th Street Request: Remodeling Mr. Tommy Leath, Little Rock Division Manager of Spurling Fire and Burglar Alarm, presented the application to the Commission. Also present was Mr. Mac Magehee, owner of Spurling Fire and Burglar Alarm. Mr. Leath explained that his application was for remodeling the existing vacant building at 901 Rock Street. Spurling Fire and Burglar Alarm is an installation and service company, servicing over 100 Arkansas towns, as well as Missouri and Oklahoma. The home office is in Fort Smith, although monitoring for all accounts is now located in Little Rock. It is imperative that the company stay in the area to retain the same telephone number. Mr. Leath said that no structural changes to the building need occur, but that a black vinyl chain -link fence needs to be added and the windows be blocked in for security. Both doors will be made handicapped accessible. A four foot wide landscaped strip will be added along the Rock Street and 9th Street sides of the building. Glass blocks will be added to the Rock Street entrance and container plantings placed in front of the fence. The Nature Company is designing the landscape plan. Judith Madcomb Gardner, of 900 Commerce Street, was present to speak regarding this application. She stated she was not against the proposal, but concerned about the subject property being poorly maintained. Chairman Johnson asked that the drawings submitted be properly noted and marked as exhibits. After discussion, Mr. Leath requested his application be revised to present a wooden lattice fence and gate on the Rock Street side of the property. Minutes - May 2, 1991 Page Two Mr. Magehee, owner of Spurling, was recognized and he expressed his intent to be a good corporate citizen and neighbor. Commissioner Menyhart made a motion to approve the application as revised with the lattice fence. Commissioner Heinbockle seconded. The vote was taken. Motion carried. 3 ayes. 1 nay. There being no further business, the Commission adjourned at 6:00 p.m.
