HDC_04 04 1991MINUTES LITTLE ROCK HISTORIC DISTRICT COMMISSION APRIL 4, 1991 5:00 P.M. The meeting was called to order at 5:00 p.m. by Chairman Thomas Johnson. A quorum was present - John Bush, Carl Menyhart and Thomas Johnson. Cheryl Nichols and John Jarrard were absent. Item No. 1 (Deferred from December 6, 1990) Owner: Mark and Karol Zoeller Location: 508 East 9th Street Request: Restoration Mark and Karol Zoeller were present and explained their application, including drawings and photographs to the Commission. Mark Zoeller stated that John Jarrard had been hired as the architect for this project, and Mr. Jarrard had determined through research what the structure was like in 1913. The Zoellers' intent is to re- establish the 1913 configuration and use the structure for a rental apartment. Parking will be at the rear of the property using a two car garage addition. Mr. Sam Strauss was present and spoke favorably of the Zoellers' application. The Chairman stated that the Quapaw Quarter Association and the Arkansas State Historic Preservation Program had recommended approval by letter. Commissioner Menyhart made a motion to approve the application as submitted. Commissioner Bush seconded. The vote was taken. Motion passed. All ayes and no nays. Item No. 2 Owner: Jean Madden Location: 515 Rock Street Request: Renovation and repair handicap ramp. to front porch, and addition of Ms. Jennifer Polk, agent for Ms. Madden, was present representing this application. Ms. Polk requested deferral on the application for one month or until the next public hearing. Ms. Polk said that she wanted all five members present to hear her application. The Commission briefly discussed the balustrade design, use of plywood and standards for handicap ramps for historic buildings. A scaled drawing of the elevation was requested for the next meeting. Minutes - April 4, 1991 Page Two Commissioner Bush made a motion to defer the application to May 2, 1991. Commissioner Menyhart seconded. The vote was taken. Motion passed. All ayes, no nays. Recommendations for National Register of Historic Places nominations: Mr. Ken Story, State Historic Preservation Officer, was present and as per Certified Local Government requirements, and presented two National Register nominations to the Commission for their recommendation. The first nomination was an addendum to the Hillcrest National Register District. Mr. Story was seeking approval for adding an area of about 125 properties (75 contributing) to the existing District. Commissioner Menyhart made a motion to recommend approval of the addendum to the Hillcrest National Register District. Commissioner Bush seconded. The vote was taken. Motion passed. All ayes and no nays. The T. R. McQuire House, 114 _i e Street, was the second nomination presented to the Commission by Mr. Story. Mr. Story described this house as a concrete block colonial revival structure with cast iron ionic columns built in 1904. Commissioner Bush made a motion to recommend approval of the nomination of the T. R. McQuire House to the National Register of Historic Places. Commissioner Menyhart seconded. The vote was taken. Motion passed. All ayes and no nays. Ms. Elissa Gross, Executive Director of the Quapaw Quarter Association reported that Certified Local Government grant project reports would be given at the May 2, 1991 meeting of the Commission. There being no further business, the Commission adjourned at 6:30 p.m.
