HDC_02 07 1991MINUTES LITTLE ROCK HISTORIC DISTRICT COMMISSION FEBRUARY 7, 1991 5:00 P.M. The meeting was called to order at 5:00 p.m. by Acting Chairman Thomas Johnson. A quorum was present - John Jarrard, Cheryl Nichols, John Bush, Carl Menyhart and Thomas Johnson. Also present was City Attorney Stephen Giles. A motion was made by Commissioner Jarrard to approve the minutes of the December 6, 1990 meeting as received. Commissioner Bush seconded. Motion passed. Item No. 1 Owners: Mr. and Mrs. Charles Witsell, Jr. and Ms. Mary Ellen Smith Location: 1011-1013 Scott Street Request: Exterior Rehabilitation Mary Ellen Smith presented her plan for restoring the structure at 1011-1013 Scott Street to its 1886 configuration and single family residential use. Ms. Smith explained in detail the research she had done and presented documentation, drawings and photographs for her proposed restoration. Elissa Gross, executive Director of the Quapaw Quarter Association, spoke in favor of approval of the proposal. Randy Jeffery, with the Arkansas State Historic Preservation Program, also recommended the application be approved. Regarding the conjectural front porch design, Mr. Jeffery advised the applicant that if evidence surfaced on the original porch design, that their plans should reflect the new information. Cheryl Nichols requested Charles Witsell to expound on the application for the benefit of a group of preservation students present to observe this meeting. Mr. Witsell explained in detail the process of restoration for this application. A motion was made by Commissioner Bush to approve the application as submitted. Motion was seconded by Commissioner Nichols. The vote was taken. All ayes, no nays. Motion carried. Election of Officers: Commissioner Nichols made a motion nominating Thomas Johnson as Chairman and John Bush as Vice Chairman. Commissioner Menyhart seconded. Motion passed. All ayes, no nays. There being no further business, the meeting was adjourned at 6:00 p.m.
