LITTLE ROCK HISTORIC DISTRICT COMMISSION
MINUTES
JULY 6, 1989
The meeting was called to order at 5:00 p.rn. by Chairman
William H. Kennedy, 111. A quorum was present - WilIiam H.
Kennedy, I I I, Thomas Johnson and Cheryl Nichols. John
Jarrard and Kathleen McNally were absent. City Attorney
Stephen GiIes was present.
The Chairman asked for a motion to approve the minutes of
the previous meeting. A motion was made and seconded to
approve the minutes as received. The motion passed.
Item #1- Arkansas Contractors Licensing Board
621 East Capitol Avenue
Addition to existing structure
Howard WiIIiams, administrator for the Arkansas Contractors
Licensing Board, presented the architect's drawings and
described the proposed 1,500 square foot addition to the
southwest side of their building. Mr. Williams explained
that the building expansion was due to a needed increase of
office personnel to enforce the new Non-resident Bond Act
requiring al I out-of-state contractors to file surety bonds
with the Revenue Department.
Commissioner Nichols expressed concerns about future
expansions and plans for that property. Mr. WiIIiams
responded that there would be no further expansions at the
present location.
Commissioner Johnson made a motion to approve the
appIication as submitted. Commissioner NichoIs seconded .
The vote was taken and the motion passed: 3 ayes, 0 nays
and 2 absent.
Item #2 - City of Little Rock 1987 Bond Issue Improvements
in the Quapaw Quarter
Dr. Dan Cook, representing the Quapaw Quarter Association's
bond issue task force, presented the proposal to the
Commission. The task force would I ike the money to be spent
on street Iighting and sidewaIk repair, spIitting the cost
equally between the Governor's Mansion District and the
MacArthur Park District.
According to the task force, the allotted $250,000 will
implement about nine blocks of street lighting and
improvements. They have chosen four (4) blocks along 17th
Street from Broadway to Main and the 1700 block of Center
Street; and in MacArthur Park, along 9th Street from Rock to
McAlmont and along the 300 block of Rock Street.
The task force recommends the same light fixture as will be
used by the Little Rock Parks and Rec,eation Department
along Rock Street at the Terry Mansion.
Dr. Cook interjected a request for' the Commission to further
discuss and re-consider the appropriateness of 12 foot
sidewalks in the Historic District.
There was discussion about the vagueness of this
application.
Commissioner Johnson made a motion: (1) to approve the
general concept of street lighting and sidewalk improvements
in the MacArthur Park District and in the Governor's Mansion
District; and (2) to request a definition and specific plan
document for the aforementioned bond issue improvements.
Commission Nichols seconded. The vote was taken and the
motion passed by a vote of 3 ayes, 0 nays and 2 absent.
An update on the 1988 Certified Local Government grant
projects followed.
Commissioner Nichols reported that the guidebook was
essentially written and would go to Suzanne KittrelI the
next week for design.
Sandra Taylor-Smith was not present but relayed through
Molly Satterfield that she is still researching the Knights
of Templar Building and will complete the project in August.
The Quapaw Quarter Association will copy the Governor's
Mansion Survey forms.
The Commission agreed to submit the 1989 Certified Local
Government grant proposal as written with alterations.
Commissioner Kennedy requested a letter to the Central High
Neighborhood association be drafted in response to their
survey request.
There being no further business, the meeting adjourned at
6.00 p.m.
