LITTLE ROCK HISTORIC DISTRICT COMMISSION
MINUTES
APRIL 13, 1989
The meeting was called to order at 5:00 p.m. by Chairman
William H. Kennedy, III. A quorum was present -
William H. Kennedy, III, John Jarrard, Thomas Johnson and
Cheryl Nichols. Kathleen McNally was absent. City
Attorney Janis Stephens was present.
The Chairman asked for a motion to approve the minutes of
the previous meeting. Motion was made and seconded to
approve the minutes as received. Motion passed.
Item #1 - Streetscape design plan for the Decorative Arts
Museum - Parks and Recreation Department
Bill Bunten, Assistant Director of Parks and Recreation,
explained the concept plan for the Terry House grounds.
The proposed brick sidewalk runs along the east side of
Rock Street from 7th to 8th Street. The new walk and
period lighting was designed to create a plaza effect,
similar to the walk at the Old Statehouse. Mr. Bunten
stated that construction was scheduled for June. He also
said that this project would be the prototype for street -
scaping along the Quapaw Trail.
Commissioner Nichols asked if brick would extend to the
curb. Mr. Bunten responded it would. He explained that
the more convenient entrance to the Museum is from Rock
Street because of available parking space. Bricking the
walk to the Street is a practical solution, eliminating
a strip of lawn to maintain. Mr. Bunten explained that
there were plans and money available to install a small
garden on the east side of the building, to repair the
wrought iron railing, and to repair the sidewalks along
7th and 8th Streets.
Commissioner Nichols pointed out that the described
streetscape plan is not the plan recommended by the
Quapaw Quarter Association for the area.
Item #2 - Report on the 1988 CLG grant projects
A. Historic Neighborhood Guidebook -
Cheryl Nichols
Commissioner Nichols distributed a revised list of
buildings to be featured in the book. She reported that
architectural photographer Richard Johnson had completed
the photography and all would be ready to go to
Suzanne Kittrell in May for design and layout.
Jennifer Polk will handle printing and marketing of the
book.
B. Analysis of the Knights of Templar Building -
Sandra Taylor -Smith
Ms. Smith reported on her research for the building's
nomination. It should be ready to go before the State
Review Board in September.
C. Printing of the 1987 Surveys - Jennifer Polk
Ms. Polk was not present, but sent word that the 5 copies
of the Governor's Mansion Historic Survey would be avail-
able soon.
Item #3 - "Over- the - Jumps" Carousel National Register
Nomination - Angela Meeks
Ms. Meeks, of the Arkansas Historic Preservation Program,
gave the Commissioners copies of the nomination for the
carousel and explained the history of the 40 Allan Herschell
sculptures. Her descriptions were accompanied by a slide
presentation.
Commissioner Jarrard made a motion to recommend the carousel
for nomination to the National Register of Historic Places.
Commissioner Nichols seconded. The vote was taken. Motion
passed. 4 ayes, 0 nayes and 1 absent.
Item #4 - Work Session
Several ideas for the 1989 CLG grant proposals were brought
up. Commissioner Johnson suggested producing a map of
vacant lots or available property as a quick visual aid for
development. Commissioner Jarrard suggested reinstituting
the Commercial Building Survey. The Commission agreed to
meet May 9th at 12:00 for further discussion of CLG projects.
There was brief discussion of Mayor Villines' Little Rock
History week, program.
There being no further business the meeting adjourned at
6:00 p.m.
