HDC_02 02 1989City of Little Rock HISTORIC DISTRICT COMMISSION MINUTES LITTLE ROCK HISTORIC DISTRICT COMMISSION FEBRUARY 2, 1989 5 :00 P.M. The meeting was called to order at 5:05 p.m. by Chairman William H. Kennedy, III. A quorum was present - William H. Kennedy, III, Cheryl Nichols, John Jarrard and Thomas Johnson. Kathleen McNally was absent. City Attorney Janis Stephens was present. The Chairman asked for a motion to approve the minutes of the previous meeting. Motion was made by Commissioner Jarrard and seconded by Commissioner Johnson to approve the minutes as received. Motion passed. Item #1 - New Construction and Demolition request - 1020 Commerce Street - by Tommy Jameson for Mr. y Mrs. Leonard Hollinger Mr. Tommy Jameson, of Witsell, Evans $ Rasco, Architects, was present and presented the project for Mr. & Mrs. Hollinger. He explained the project in general and the porch fenestration and detailing. Mr. Jameson presented the Commission a sample of vinyl lattice proposed for the one foot panel expanding between the 6 by 6 porch columns. He also described the porch railing as well as the pipe rail he would use to bring the porch rail up to the 36" height required by City Code. The edge of the concrete porch floor will be exposed. Mr. Jameson emphasized that this structure would be a stylized simplified version of surrounding residences and that the intent is to look "new ". Mr. Jameson pointed out that the Commissioners had received site plans for phase I and II which would be presented to the Planning Commission February 21, 1989 for a Planned Residential Development. Commissioner Johnson asked about fence height. Mr. Jameson responded that it would be a 6 ft. unfinished cedar or cypress privacy fence with a 1 ft. lattice panel attached for a total height of 7 ft. Historic District Commission February 2, 1989 Page 2 Mr. Jameson stated that no color scheme had been chosen nor had a landscape plan been developed. Commissioner Jarrard asked what siding material would be used. Mr. Jameson stated that it would be Wolverine vinyl, 2½ " "restoration series" siding. 1117s. Angela Meeks of the State Historic Preservation Program spoke in favor of the application. There was no one to speak against the project. Commissioner Nichols asked for an explanation of the revised schedule for construction. Mr. Jameson explained that the schedule revisions allowed flexibility both for financial and practical reasons. The guest house /shop would be occupied by early 1990, the existing house at 1020 Commerce would remain until the new main house is constructed in 1990 -1991. Commissioner Johnson made a motion to approve the application as submitted. Commissioner Nichols seconded. The vote Ant, was taken. Motion passed. 4 ayes, 0 nayes, 1 absent. Chairman Kennedy cautioned the applicant that the submitted scheduling, though vague, is part of the approved application and in the event there are changes, the Commission must be notified. There being no further business, meeting adjourned at 5:40 p.m.
