MINUTES
LITTLE ROCK HISTORIC DISTRICT COMMISSION
AUGUST 4, 1988
4:00 P.M.
The meeting was called to order at 4:00 p.m. by Chairman
William H. Kennedy, III. A quorum was present -
John Jarrard, Thomas Johnson and William H. Kennedy, III.
Commissioner Cheryl Nichols was absent. Mr. Stephen Giles
represented the City Attorney's Office.
The Chairman asked for a motion to approve the minutes of
the previous meeting. A motion was made by Commissioner
Jarrard and seconded by Commissioner Johnson to approve the
minutes as received. Motion passed.
Item #1 - Removal of structure located at 1016 Commerce
Street
Mr. P. Allen Smith, agent for Mr. Leonard Hollinger and
prospective owner of the structure (contingent on its
removal from this location), explained his proposal of
moving the unoccupied Colonial Revival house from its
current location at 1016 Commerce Street. Mr. Smith
described his intentions to restore the house and create a
turn -of- the - century garden around it on a double lot at
1801 Gaines Street in the Capitol Zoning District.
Mr. Smith's site plan was approved by the Capitol Zoning
Commission in June, 1988.
Mr. Leonard Hollinger, of 1020 Commerce Street and owner of
1016 Commerce Street, addressed the Commission and said that
he was anxious to get started on a new structure for
1016 Commerce Street, was ready to hire an architect, and
would be back to the Commission in thirty (30) days with his
proposal for new construction.
Chairman Kennedy expressed his concern about the appearance
of the lot until construction began. Mr. Hollinger said he
would plant bermuda grass.
A discussion followed regarding the chain link fence
surrounding the house at 1016 Commerce Street.
Mr. Hollinger wanted to extend the fence to protect his
house at 1020 Commerce Street. Chairman Kennedy, as well as
Commissioners Jarrard and Johnson expressed objections to
and disapproval of chain link fences. Commissioner Jarrard
stated that he would prefer a time limit on the fence.
City Attorney Stephen Giles clarified some confusion about
the chain link fence being included in this application.
Mr. Giles explained that in public meetings, amendments can
be accepted if the Commission so chooses.
Ms. Jennifer Polk, Director of the Quapaw Quarter
Association, recommended that the application be granted
with the stipulation that Mr. Hollinger make clear his
intentions for the property. Ms. Polk said that in the
absence of minimum maintenance requirements in the district
that it would be better to remove and restore the structure
than allow it to continue to deteriorate.
Mr. Randy Martin, of 1002 Commerce Street, spoke in
opposition of the application. Mr. Martin expressed his
concern and disapproval of removing a significant structure
from the MacArthur Park Historic District. He was also
curious about the plans Mr. Hollinger had for new
construction.
After discussion, Commissioner Jarrard made a motion to
accept the application conditional on 1.) the chain link
fence being removed within six (6) months, and 2.) the site
being completely cleared, leveled and seeded. Commissioner
Johnson seconded the motion. Motion passed with 3 ayes,
0 noes, 1 absent.
Item #2 - Construction of awning at 112 East 11th Street
Mr. Jon Mourot, agent for River City Optics, Inc., stated
that they wanted to add a fabric awning over their front
door primarily for aesthetics, but also for the comfort and
convenience of their clients.
There were no objectors.
Commissioner Johnson made a motion to approve the
application and Commissioner Jarrard seconded the motion.
Motion passed 3 ayes, 0 noes, 1 absent.
OLD /NEW BUSINESS
A. FASHION PARK CLEANERS
Mr. Don Renshaw, with The Renshaw Firm, Architects,
represented Fashion Park Cleaners. Also present was
Mr. Brooksher Banks, owner of Fashion Park Cleaners.
Mr. Renshaw presented an alteration to their plan approved
6/09/88. The change was a new signage plan for the west
and north elevation. After discussion regarding the size of
the letters, a motion was made by Commissioner Jarrard and
seconded by Commissioner Johnson to defer the item until the
architect modifies the sign size. Motion passed 3 ayes,
0 noes, 1 absent.
B. HISTORIC DISTRICT MARKERS
Ms. Jennifer Polk, Director of the Quapaw Quarter
Association, requested an appropriation from the City of
Little Rock to place cast bronze markers in three downtown
historic districts. It was suggested that Ms. Polk provide
more information and perhaps a sample marker before any
action is taken.
C. BALE CHEVROLET
Commissioner Johnson presented a resolution supporting
preservation of the Bale Chevrolet Showroom Building.
Commissioner Jarrard made a motion to endorse the resolution
and send it to Pulaski County Judge Venhaus and the members
of the Pulaski County Quorum Court. Commissioner Kennedy
seconded the motion. Motion passed, 3 ayes, 0 noes,
1 absent.
D. 1988 CERTIFIED LOCAL GOVERNMENT_ JZANT_APPLICATION
Mr. Bill Hall, representing the Arkansas Historic
Preservation Program, acknowledged and commended the
Commissioners' application and indicated that it would be
approved by September 1, 1988.
There being no further business, the meeting adjourned at
5:30 p.m.
