MINUTES
LITTLE ROCK HISTORIC DISTRICT COMMISSION
MAY 5, 1988
4:00 P.M.
The meeting was called to order at 4;20 p.m. by Chairman
William H. Kennedy, III. A quorum was present -
William H. Kennedy, III, Thomas Johnson and John Jarrard.
Ms. Cheryl Nichols was absent.
The Chairman asked for a motion to approve the minutes of
the last meeting. A motion was made by Commissioner Jarrard
and seconded by Commissioner Johnson to approve the minutes
as received.
Item #1 - Garage Demolition and Rehabilitation to the
Structure at 800 Ferry Street, St. Edward's
School.
Mr. Bill Asti, William Henry Asti, Architects, spoke in
behalf of St. Edward's School. He explained that St.
Edward's would like to convert the house at 800 Ferry into a
kindergarten. Their plans consisted of minor exterior
repair, such as painting, caulking, storm windows and
partial re-roofing. The garage apartment on the west side
of the property would be removed and replaced with a
playground.
Commissioner Johnson inquired about the plans for the front
porch and steps (east elevation). Mr. Asti explained that
the porch and steps would remain although a ramp for the
handicapped would be added. There would also be a ramp for
the handicapped at the main entrance on the southwest corner
of the building.
Commissioner Jarrard requested that the lattice be 1 3/8" or
1 1/2" slats and that the chainlink fence be changed to
wood. Commissioner Johnson agreed that a wood fence along
8th Street would be preferrable.
Mr. John Gill, contractor for the project, said that he
would comply with the requested lattice size. Mr. Asti
noted that the wood fence would depend upon budget
restrictions.
A discussion of the railing material and finish followed.
Mr. Asti stated that it was yet undetermined as to the
finish.
Commissioner Johnson made a motion to approve the project as
per plans dated 4/15/88 and 4/04/88, with the following
conditions:
1.) Plans dated 4- 15 -88, sheet A -8 = either alternative
for ramp location on rear entrance is acceptable.
2.) Sheet A -9, use only alternative #1. There is to be
no front ramp.
3.) Lattice work is to be 1 1/2" or 1 3/8" x 1/4" or 3/8"
and spacing will be equal to width of boards.
4.) All railings are to be wood, S4S and painted.
Commissioner Jarrard seconded the motion. The motion
passed, 3 ayes, 0 noes, 1 absent.
Old and New Business - Temporary Building, Fashion Park
Cleaners
The Chairman described the circumstances of Fashion Park
Cleaners - it's burning and need to reopen to continue their
daily operations. There had been an informal poll of the
Commissioners by staff and a conditional approval by letter
dated April 29, 1988 for Fashion Park to use a temporary
metal building for pick -up and delivery. In the interim of
the letter of approval and this meeting, the location of the
temporary building changed from State Highway Department
property across Cumberland Street to the W 1/2 of Lot 7,
Block 45, Original City of Little Rock.
Commissioner Jarrard made a motion to approve the request by
Fashion Park Cleaners for a temporary building with these
conditions; 1.) the temporary building be removed by
September 1, 1988, 2.) landscaping on the temporary site be
undisturbed and replaced, and 3.) any signs meet Historic
District Ordinance requirements.
Commissioner Johnson seconded the motion.
Commissioner Jarrard addressed the issue of temporary
buildings and suggested that for future considerations, the
Commissioners might want to adopt some guidelines for
temporary buildings.
The motion passed with 3 ayes, 0 noes, 1 absent.
Commissioner Johnson inquired about receiving a response
from the Little Rock Historic District Commission's letter
to the Capitol Zoning Commission reguarding design review in
the Capitol Zoning District. There has been no reply from
the Capitol Zoning Commission.
Mr. Bill Bowen, St. Edward's School Advisory Council and
Parish Council, asked to address the Commission. He thanked
the Commission for approval of St. Edward's School
kindergarten and then brought up the problem of Kramer
School. He explained that the building was in terrible
disrepair and that transients and winos were living there.
Mr. Bowen asked for the Commission's help in getting the
building secured.
City Attorney Pat Benton responded that the Department of
Public Works and the City Manager's Office is currently
inspecting and compiling a list of buildings in similar
shape. Hopefully, legal action would begin soon.
Chairman Kennedy stated that the Commission has no
enforcement power, that enforcement must come from another
arm of the City. He suggested that Mr. Bowen keep the
problem before the City.
Commissioner Johnson made a motion to send a letter to the
City Manager urging his attention to the condition of Kramer
School. Commissioner Jarrard seconded the motion. The
motion passed by 3 ayes, 0 noes, 1 absent.
There being no further business, the meeting adjourned at
5:10 p.m.
