MINUTES
LITTLE ROCK HISTORIC DISTRICT COMMISSION
NOVEMBER 6, 1986
The meeting was called to order at 4:05 P.M. A quorum was
present for the calling of the role (Mr. Sam Strauss, Jr.,
Mr. John Jarrard and Dr. Don Cook) with one absent (Mr. Bill
Kennedy, III) and one vacant position.
Mr. Strauss, Chairman, asked for a motion to approve minutes
from the July 10, 1986 and October 2, 1986 meetings which
was moved and passed.
Mr. Strauss announced the only application on the agenda for
a Certificate of Appropriateness which was submitted by the
Arkansas Contractors Licensing Board for two additions
(office and storage) to their office at 621 East Capitol
Avenue. The Chair asked if the notification requirements
were in compliance and staff responded that notification was
in proper order.
Mr. Howard Williams, Administrator for the Arkansas
Contractors Licensing Board, was present to discuss the
request. He explained the location and use of the two
additions and described in detail the wall and roof
materials, and landscaping elements which were proposed.
Particular attention was addressed to the roof material to
which Mr. Williams agreed that shingle composition was
preferred to the copper roof treatment for financial as well
as aesthetic reasons.
Ms. Averial Tate, the neighbor to the west of subject
property, spoke in favor of the application noting the
compatibility of the additions,as well as the landscaping
which will be relocated to enhance the site.
Ms. Cheryl Nichols representing the Quapaw Quarter
Association and Ms. Angie Meeks representing the Arkansas
Historic Preservation Program recommended approval of the
application as submitted. They noted the compatibility of
the proposed structural changes to the original structure
and to the neighborhood, and commended the applicant for the
design and maintenance to the facility and the grounds.
There were no objectors to the request.
The Commission made a motion to approve the application
which was seconded and passed by a vote of 3 for, none
against and one absent.
Staff reported that the request from the Historic District
Commission to the Little Rock Board of Directors for funds
($3,750.00) to match the Federal Certified Local Government
Program amount of $15,000.00 had been approved so that work
can begin, when appropriate, on structure surveys in the
Governor's Mansion and Heights /Hillcrest neighborhoods.
Staff was requested to include parking and fence provisions
in the next agenda of the Commission as reviewed and
previously accepted.
There being no further business, the Commission adjourned at
4:35 P.M.
