Minutes of the December 4, 1979 Regular Meeting and the December
7, 1979 Special Meeting were reviewed and accepted.
The first order of business was to review the revised Historic
District Ordinance draft prepared by the staff. The specific
changes which were needed to comply with the State enabling
legislation were addressed as well as various editorial and pro-
cedural improvements. This Ordinance is also being reviewed by
the City Attorney's Office for their opinion of its required
legal content.
There was a discussion of the proposed Guidelines for review
which will need to be constructed prior to passing the Ordinance
on to the Planning Commission and Board of Directors. These
criteria will indicate by catagories which types of improvements
will require; a Certificate of Appropriateness, a Public Hearing,
the area of influence for Notification of Property Owners or any
combination of the three. The Commission requested the Staff
to prepare the first draft of these Guidelines within the next
week and distribute them by mail. Some specific items such as
"ordinary maintenance", paint color, signs and billboards were
discussed and will be further reviewed as we consider the Guide-
line elements.
A copy of a letter mailed to the Arkansas Historic Preservation
Office requesting them to obtain an Attorney General's opinion
on the legality of our preliminary Ordinance draft was distri-
buted and reviewed. At this writing, no response has been re-
ceived. We will be notified by the State as soon as they re-
ceive that information.
The Commission has scheduled a work session to review the first
draft of the Guidelines on Tuesday, January 22nd at 7:00 p.m.
in the Second Floor Conference Room of City Hall.
