HISTORIC DISTRICT COMMISSION

Minutes of the October 16, 1979, meeting were distributed
and accepted without change.
There was discussion of the report on the Architectural and
Historic Survey. It was explained that the Little Rock
Planning Commission would receive its copy at their next
Special Meeting to be held November 13, 1979, and the
Arkansas Preservation Program has been forwarded a copy by
mail. Both of these groups have sixty-days to review the
document and return their recommendations to this Commission
who will advertise for the reading of those comments and
procede to draft the final report and ordinance to then be
reviewed by the Little Rock Board of Directors.
The proposed By-Laws for the Historic District Commission
were reviewed. The only two (2) major changes included:
Article V, B, F - Delete the portion that requires all
motions to be placed in the positive.
Article V, E, 6b - Change the reference to "rezoning" to
"Certificate of Appropriateness ".
With these changes, the Commission voted to approve the
adoption of these By-Laws and to conduct their procedures
in conformance therewith.
The Commission reviewed, with the Staff, the proposed
Ordinance establishing the Historic District including the
Purpose and Intent, Definitions, Procedures for Making
Applications for and the Issuance of Certificates of
Appropriateness, the Applicability to Properties, and the
Appeals and Penalties. The Staff indicates seven (7) areas
where the proposed Ordinance differs from the State
Legislation. The Commission decided to solicit opinions
from the City Attorney's Office with reference to those
topics and to review on their own the Ordinance for other
possible changes. We will discuss those points at our next
meeting.
The Commission voted to schedule the first Tuesday of each
month at 4:00 P.M. to be the official meeting dates and
times. The next meeting is set for December 4, 1979, in
the Board of Directors Conference Room on the Second Floor
of City Hall.
