3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID; TO AUTHORIZE THE CITY MANAGER TO EXTEND A THREE
5 (3)-YEAR SOLE-SOURCE AGREEMENT WITH ARISTOTLE, IN AN
6 AMOUNT NOT TO EXCEED FORTY-NINE THOUSAND, NINE
7 HUNDRED NINETY-NINE AND 99/100 DOLLARS ($49,999.99)
8 ANNUALLY, FOR WEBSITE HOSTING AND MAINTENANCE OF THE
9 CITY'S CURRENT WEBSITE, AND IN AN AMOUNT NOT TO EXCEED
10 SIXTEEN THOUSAND, SIX HUNDRED FIFTY DOLLARS ($16,650.00),
11 FOR THE REDESIGN OF THE LITTLE ROCK ZOO'S WEBSITE; AND
12 FOR OTHER PURPOSES.

14 WHEREAS,the Information Technology Department has a need to enter into a Sole-Source Contract
15 with Aristotle for website hosting and Maintenance of the City's current website, and a redesign of the
16 Little Rock Zoo's website; and,
17 WHEREAS,Aristotle developed the City's website and assisted with the redesign of the current site;
18 and,
19 WHEREAS,as a result of the Aristotle's history with the City,and the knowledge Aristotle has relating
20 to the website, maintenance schedule and technology needs, it will be less time consuming and more cost
21 effective, the Board of Directors declares it is impractical and unfeasible to submit this purchase to
22 competitive bids to enter into a sole source contract with Aristotle for these services; and,
23 WHEREAS,the total cost for a three (3)-year Contract for Hosting and Maintenance will not exceed
24 Forty-Nine Thousand,Nine Hundred Ninety-Nine and 99/100 Dollars($49,999.99)annually; and,
25 WHEREAS, the cost for the redesign of the Zoo's website is Sixteen Thousand, Six Hundred Fifty
26 Dollars($16,650.00);and,
27 WHEREAS,The City Manager can request additional services at the agreed upon rate outlined on the
28 pricing page during the contract period.
29 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
30 OF LITTLE ROCK,ARKANSAS:
31 Section 1. The City Manager is authorized to enter into a Sole-Source Contract with Aristotle for
32 Website Hosting and Maintenance of the City's current website, and a redesign of the Little Rock Zoo's
33 website.

1 Section 2. Funding for hosting and maintenance will come from the City of Little Rock's 2018
2 General Fund Account No. 101002-63390; and (Eleven Thousand, Four Hundred Fourteen and 43/100
3 Dollars($11,414.43))of the funding for the redesign of the Zoo's website will come from Special Projects
4 Account No. 210659-S65B597, with the remaining Five Thousand, Two Hundred Thirty-Five and 57/100
5 Dollars($5,235.57)coming from the Marketing Contracts Account No. 106560-63211.
6 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
7 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
8 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
9 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
10 ordinance.
11 Section 4. Repealer. All laws,ordinances,resolutions, or parts of the same,that are inconsistent with
12 the provisions of this ordinance,are hereby repealed to the extent of such inconsistency.
