3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXECUTE
4 A CONTRACT WITH FARRWEST ENVIRONMENTAL SUPPLY AND
5 EQUIPMENT, IN THE TOTAL AMOUNT OF FIFTY-NINE THOUSAND,
6 FIVE HUNDRED DOLLARS ($59,500.00), FOR THE PURCHASE OF ONE
7 (1) SMITHS HAZMAT ID ELITE FOR THE LITTLE ROCK FIRE
8 DEPARTMENT HAZMAT TEAM AND PULASKI COUNTY REGIONAL
9 HAZMAT TEAM; AND FOR OTHER PURPOSES.

11 WHEREAS, the Little Rock Fire Department HAZMAT Team and the Pulaski County Regional
12 HAZMAT Team have a need for a Smiths HAZMAT ID Elite; and.
13 WHEREAS,a Smiths HAZMAT ID Elite will better equip the Little Rock Fire Department HAZMAT
14 Team and the Pulaski County Regional HAZMAT Team with upgraded technology allowing for greater
15 efficiency; and.
16 WHEREAS, since September 11, 2001, the City has become eligible for several Emergency Service
17 Equipment Grants; and,
18 WHEREAS, the City's Emergency Management Division was awarded a grant through the U. S.
19 Department of Homeland Security which provides Fifty-Nine Thousand, Five Hundred Dollars
20 ($59,500.00)the total cost of this purchase; and.
21 WHEREAS,after a competitive bidding process pursuant to Bid No. 17170,it was determined that the
22 bid of Farrwest Environmental Supply and Equipment was the lowest responsible and responsive bid.
23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is authorized to enter into a contract with Farrwest Environmental
26 Supply and Equipment for the purchase of one(1) Smiths HAZMAT ID Elite for the total amount of Fifty-
27 Nine Thousand,Five Hundred Dollars($59,500.00).
28 Section 2. Funding for this purchase is available through the State Homeland Security Grant Program
29 with no fiscal impact on the City of Little Rock, Grant Account No. G030338-270129 ($59,500.00).
30 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
2 resolution.
3 Section 4. Repealer. All laws, ordinances,resolutions, or parts of the same,that are inconsistent with
4 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
