3 A RESOLUTION TO IDENTIFY EXPENDITURES IN VARIOUS WARDS
4 FOR CAPITAL PROJECTS FUNDED FROM THE PROCEEDS OF THE
5 3/8-CENT CAPITAL SALES AND COMPENSATING USE TAX AND 2018
6 CAPITAL IMPROVEMENT BONDS FOR STREETS AND DRAINAGE;
7 AND FOR OTHER PURPOSES.

9 WHEREAS, the electors of the City of Little Rock, Arkansas, approved an increase in
10 the City's Sales and Compensating Use Tax in order to accomplish the list of public purposes set forth
11 in Resolution No. 13,343,which was adopted on July 11,2011; and
12 WHEREAS, the electors of the City of Little Rock, Arkansas, approved the issuance of
13 Capital Improvement Bonds for Streets and Drainage in order to accomplish the public
14 purposes set forth in Ordinance No. 20,603, which was adopted on July 3rd, 2012;and
15 WHEREAS, it is desirable to fund the identified 2019, 2020 and 2021 Projects from
16 either the City Sales and Compensating Use Tax or from the 2013 Capital Improvement Bonds for
17 Streets and Drainage in the various Wards.
18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
19 THE CITY OF LITTLE ROCK, ARKANSAS:
20 Section 1. The Board of Directors intends to accomplish the following list of Street and
21 Drainage Improvement Projects in Ward 1 with approximately Eight Million, Four Hundred Thousand
22 Dollars ($8,400,000.00) with proceeds from the 3/8-Cent Capital Improvement Sales and Compensating
23 Use Tax and the 2018 Capital Improvement Bonds for Streets and Drainage:
24 a) 13th Street Culvert replacement in the 2400 block
25 b) Howard and 22nd Street Storm Drain Replacement from Dennison Street to Howard Street
26 c) Swaggerty Branch Culvert Rehabilitation from Roosevelt Road to 31St Street
27 d) 6th Street Drainage Improvements from Collins Street to McLean Street
28 e) Wright Avenue Streetscape Improvements from Summit Street to Wolfe Street
29 f) Boulevard Street Reconstruction from Charles Bussey Boulevard to 22nd Street
30 g) Midtown Neighborhood Street Reconstruction, Abigail Street from 26th Street to 27th Street
31 and 27' Street from Abigail Street to Elm Street
32 h) 13th Street Railroad Overpass rehabilitation
33 i) Valentine Street Reconstruction from 8' Street to 12th Street

1 j) Marshall Street Sidewalks from Roosevelt Road, south to end of the street
2 k) Dr. Martin Luther King, Jr. Drive Drainage Improvements from 19th Street to 24th Street
3 1) Sidewalk—Construct new and replacement sidewalk priorities throughout the Ward
4 m) Resurfacing—Street resurfacing priorities throughout the Ward
5 Section 2. The Board of Directors intends to accomplish the following list of Street and
6 Drainage Improvement Projects in Ward 2 with approximately Six Million, Seven Hundred Thousand
7 Dollars ($6,700,000.00) with proceeds from the 3/8-Cent Capital Improvement Sales and Compensating
8 Use Tax and the 2018 Capital Improvement Bonds for Streets and Drainage:
9 a) Grant Street at Buchanan Street Drainage Improvements
10 b) Senate Drive Ditch Improvements
11 c) Loetscher Lane Drainage Improvements from Loetscher Lane to Sunset Lane
12 d) Madison Street Reconstruction from 10th Street to 12th Street
13 e) Maryland Avenue Reconstruction from Abigail Street to Lewis Street
14 f) 10th Street Reconstruction from Washington Street to Madison Street
15 g) Oak Grove Lane Sidewalks from Fairfield Drive to Valley Drive
16 h) Geyer Springs Road Reconstruction from Hutsell Road to 56th Street
17 i) Daily Drive Sidewalk and Street Improvements,
18 j) 19th Street Reconstruction from University Avenue to Grant Street
19 k) Sidewalks—Construct new and replacement sidewalk priorities throughout the Ward
20 1) Resurfacing—Street resurfacing priorities throughout the Ward
21 Section 3. The Board of Directors intends to accomplish the following list of Street and
22 Drainage Improvement Projects in Ward 3 with approximately Eight Million Dollars ($8,000,000.00)
23 with proceeds from the 3/8-Cent Capital Improvement Sales and Compensating Use Tax and the 2018
24 Capital Improvement Bonds for Streets and Drainage:

26 b) West 4th Street Drainage and Street Improvements from Valentine Street to Martin Street
27 c) Fillmore Street Drainage and Street Improvements from Y Street to Z Street
28 d) Briarwood Area Drainage Improvements from Sun Valley Road north
29 e) B Street Reconstruction from Polk Street to Tyler Street
30 f) Polk Street Reconstruction from H Street to G Street
31 g) Barton Street Drainage Improvements from Dennison Street to 3rd Street
32 h) Stonewall and Country Club Drainage from Van Buren Street to Spruce Street,
33 i) Shannon Drive Reconstruction from Broadview Drive to Pine Manor Drive
34 j) Lookout Road Sidewalk from Ash Street to Allsopp Park Drive

8 b) Leatrice Drive Drainage Improvements at East Shore Drive

11 e) North Rodney Parham Road Reconstruction from Hinson Road to Pleasant Forest Drive

17 Dollars ($6,900,000.00) with proceeds from the 3/8-Cent Capital Improvement Sales and Compensating
18 Use Tax and the 2018 Capital Improvement Bonds for Streets and Drainage:
19 a) Madison Valley Drainage Improvements west of Madison Valley Subdivision,
20 b) Kanis Road Improvements from Point West Drive to Gamble Road
21 c) Bella Rosa Drive Reconstruction from Taylor Loop Road north to the bridge
22 d) Chenal Parkway Intersection Improvements at Bowman Road, Westhaven Drive and Rahling
23 Road
24 e) Gamble Road Improvements from Markham Street to Stacy Lane
25 f) Katillus Road/Forest Lane Reconstruction from Cantrell Road along Katillus Road and Forest

31 Section 6. The Board of Directors intends to accomplish the following list of Street and
32 Drainage Improvement Projects in Ward 6 with approximately Seven Million, Eight Hundred
33 Thousand Dollars ($7,800,000.00) with proceeds from the 3/8-Cent Capital Improvement Sales and
34 Compensating Use Tax and the 2018 Capital Improvement Bonds for Streets and Drainage:

10 Section 7. The Board of Directors intends to accomplish the following list of Street and

12 Dollars ($8,500,000.00) with proceeds from the 3/8-Cent Capital Improvement Sales and Compensating
13 Use Tax and the 2018 Capital Improvement Bonds for Streets and Drainage:
14 a) Claybrook Road Drainage from Courtfield Drive to Churchhill Road
15 b) Yorkwood Area Floodway Improvements
16 c) Mabelvale Pike Improvements from Sibley Hole Road to Helm Drive
17 d) Crystal Valley Road Improvements from Cobblestone Creek Court to Redleaf Circle
18 e) Eastwood Street Reconstruction from Brandon Street to Vinewood Lane
19 f) Yarberry Lane Reconstruction from Deer Meadow Drive to Springtree Drive
20 g) Chicot Road Improvements from Mabelvale Cutoff Road to Yarberry Lane
21 h) Janmar Drive Drainage Improvements along Sheraton Drive from Southmont Drive to Lamont

26 Section 8. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
27 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
28 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
29 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
30 resolution.
31 Section 9. Repealer.All laws, ordinances,resolutions, or parts of the same,that are inconsistent with
32 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
