14782 1 RESOLUTION NO. 14,782 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO CONTRACTS TO PROVIDE PIT FUNDS FOR SUMMER 5 ACADEMIC ENRICHMENT AND RECREATION PROGRAMS FOR 6 2018, AS ENDORSED BY THE COMMISSION ON CHILDREN, YOUTH 7 AND FAMILIES; AND FOR OTHER PURPOSES. 8 9 WHEREAS, as part of the continued efforts to fund special programs with Prevention and 10 Intervention Dollars that will benefit children, youth and families within the City of Little Rock, 11 Arkansas; and, 12 WHEREAS, Summer Academic Enrichment and Recreation Programs are part of the Positive 13 Prevention and Youth Intervention Programs conducted by non-profit organizations which may be located 14 anywhere within the City of Little Rock; and, 15 WHEREAS, after the issuance of "Request for Qualifications (RFQ) Bid No. 18119 - Summer 16 Academic Enrichment and Recreation Programs," nineteen (19) applicants bid to provide services to 17 Little Rock citizens. Services will be provided to program participant's ages six (6) to fifteen (15) 18 residing within the City of Little Rock,Arkansas; and, 19 WHEREAS, a review committee consisting of citizens and representatives of local community- 20 based organizations met to evaluate the qualifications and responses of the various non-profit 21 organizations of which fourteen (14) applicants met the minimum qualifications for funding 22 consideration; and 23 WHEREAS, the Commission on Children, Youth and Families met to review the recommendations 24 and now endorses the following recommendations for approval; 25 WHEREAS,upon the adoption of this resolution,contracts will be negotiated with the organizations; 26 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 27 OF LITTLE ROCK,ARKANSAS: 28 Section 1. The City Manager is authorized to enter into Contracts with the following fourteen (14) 29 entities in an amount not to exceed Twenty-Thousand Dollars ($20,000.00) per organization to provide 30 Summer Academic Enrichment and Recreation Programs for a period of two (2) months during the 31 summer months of 2018: 32 1. ABC Adolescent Center East 33 2. Our House Central [Page 1 of 3] 1 3. Brandon House Midtown 2 4. The Centers for Youth&Families Midtown 3 5. Milton Pitts Crenchaw Aviation Academy Midtown 4 6. Cradle to Prison Midtown 5 7. Delta Presents Outreach Foundation West Central 6 8. Life Skills For Youth Southwest 7 9. Songbird Multimedia Southwest 8 10. Greater Baptist Care Center Southwest • 9 11. Sipe Ministries Southwest 10 12. Anderson's Taekwondo Southwest 11 13. Bridge 2 Success Southwest 12 14. Tanglewood Northwest 13 Section 2. Funds for these programs are from the 2018 PIT Allocation, Account No. 108159- 14 S 15A926. 15 Section 3. (a)The term for each contract listed in Section 1 of this resolution shall be for a period no 16 longer than two (2) months with a start date of June 1, 2018, and an end date of July 31, 2018, with an 17 understanding that the City ratifies, accepts, and will compensate any work done between June 1, 2018, 18 and the effective date of the approved contract. 19 Section 4. All payments are conditioned upon entry into contracts for services that are in a form 20 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to 21 offer similar services to any vendor during 2018 if, it its sole discretion, it decides to do so. 22 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 23 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 24 adjudication shall not affect the remaining portions of this resolution,which shall remain in full force and 25 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 26 resolution. 27 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent 28 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency. 29 ADOPTED: ay 15,2018 30 A APPROVED: 3132 I. -ti r?
