14781 1 RESOLUTION NO. 14,781 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO CONTRACTS TO PROVIDE PIT FUNDS FOR AFTER- 5 SCHOOL/OUT-OF-SCHOOL TIME POSITIVE PREVENTION AND/OR 6 YOUTH INTERVENTION PROGRAMS FOR 2018, AS ENDORSED BY 7 THE COMMISSION ON CHILDREN YOUTH AND FAMILIES• AND 8 FOR OTHER PURPOSES. 9 10 WHEREAS, as part of the continued efforts to fund special programs with Prevention and 11 Intervention Dollars that will benefit children, youth and families within the City of Little Rock, 12 Arkansas; and, 13 WHEREAS,After-School and Out-of-School Time Programs are part of the Positive Prevention and 14 Youth Intervention Programs conducted by non-profit organizations located within targeted 15 neighborhoods of the City of Little Rock; and, 16 WHEREAS, after the issuance of "Request for Qualifications (RFQ) Bid No. 18117 — Positive 17 Prevention&Youth Intervention Programs,"twelve(12)applicants bid to provide services to Little Rock 18 citizens. Services will be provided to program participant's ages six (6)to seventeen (17)residing within 19 the City of Little Rock,Arkansas; and, 20 WHEREAS,a review committee consisting of citizens and representatives of local community-based 21 organizations met to evaluate the qualifications and responses of the various non-profit organizations of 22 which two(2)applicants represent the highest score in the target area applied for; and 23 WHEREAS, the Commission on Children, Youth and Families met to review the recommendations 24 and now endorses the following recommendations for approval; 25 WHEREAS,upon the adoption of this resolution,contracts will be negotiated with the organizations; 26 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 27 OF LITTLE ROCK,ARKANSAS: 28 Section 1. The City Manager is authorized to enter into Contracts with the following three (3) 29 entities in an amount not to exceed Forty-Three Thousand, Seven Hundred Fifty Dollars($43,750.00)per 30 organization to provide After-School/Out-of-School Time Positive Prevention and/or Youth Intervention 31 Programs for a period of seven(7)months beginning June 1,2018, and ending December 31,2018: 32 1. ABC Adolescent Center East 12-17 33 2. ABC Adolescent Center Northwest 6-11 [Page 1 of 2] 1 3. Songbird Performing Arts Citywide 6-11 2 Section 2. Funds for these programs are from the 2018 PIT Allocation, Account No. 108159- 3 S 15A923. 4 Section 3. (a)The term for each contract listed in Section 1 of this resolution shall be for a period of 5 seven (7) months with a start date of June 1, 2018, and an understanding that the City ratifies, accepts, 6 and will compensate any work done between June 1, 2018, and the effective date of the approved 7 contract. 8 (a) The City, in its sole discretion and upon mutual agreement of the parties, may extend a 9 contract for a one (1) calendar year period to begin January 1, 2019, and end December 31, 10 2019. 11 Section 4. All payments are conditioned upon entry into contracts for services that are in a form 12 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to 13 offer similar services to any vendor during 2018 if, it its sole discretion, it decides to do so. 14 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 15 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 16 adjudication shall not affect the remaining portions of this resolution,which shall remain in full force and 17 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 18 resolution. 19 Section 6. Repealer.
