14780 1 RESOLUTION NO. 14,780 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO CONTRACTS TO PROVIDE PIT FUNDS FOR CITYWIDE 5 ENHANCEMENT PROGRAMS FOR 2018, AS ENDORSED BY THE 6 COMMISSION ON CHILDREN, YOUTH AND FAMILIES; AND FOR 7 OTHER PURPOSES. 8 9 WHEREAS, as part of the continued efforts to fund special programs with Prevention and 10 Intervention Dollars that will benefit children,youth and families within the City of Little Rock; and, 11 WHEREAS, Citywide Enhancement Programs are part of the Positive Prevention and Youth 12 Intervention Programs conducted by non-profit organizations which may be located anywhere within the 13 City of Little Rock; and, 14 WHEREAS, after the issuance of "Request for Qualifications (RFQ) Bid No. 18120 - Citywide 15 Enhancement Programs," fourteen (14) applicants bid to provide services and opportunities that enhance 16 learning within PIT-Funded, Facility-Based Programs in one of the following the areas: 1) Arts and/or 17 Cultural Enrichment; 2)Tutoring, STEM Activities, and/or Academic Achievement; 3)Life Skills, Social 18 and Emotional Learning, and/or Workforce Readiness; 4)Health and/or Wellness; 5)Violence Prevention 19 and/or Safety; or 6)Parental, Family and Community Involvement. Services will be provided to program 20 participant's ages six(6)to nineteen(19)residing within the City of Little Rock,Arkansas; and, 21 WHEREAS,a review committee consisting of citizens and representatives of local community-based 22 organizations met to evaluate the qualifications and responses of the various non-profit organizations of 23 which ten(10)applicants met the minimum qualifications for funding consideration; and 24 WHEREAS,the Commission on Children, Youth and Families met to review the recommendations 25 and now endorses the following recommendations for approval; 26 WHEREAS,upon the adoption of this resolution,contracts will be negotiated with the organizations; 27 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 28 OF LITTLE ROCK,ARKANSAS: 29 Section 1. The City Manager is authorized to enter into Contracts with the following entities in a 30 pro-rated amount not to exceed the total annual amount of Three Hundred- Thousand Dollars 31 ($300,000.00) for all programs for the period of seven (7) months beginning June 1, 2018, and ending 32 December 31,2018; actual individual contract amounts to be negotiated separately with each organization 33 based on individual contract needs and performance requirements: [Page 1 of 3] 1 1. ABC Adolescent Center 2 2. Reach F.A.R.R. 3 3. Songbird Performing Arts 4 4. Arkansas Quality Therapy 5 5. The Jack Stephens Youth Golf Academy dba First Tee 6 6. Junior Achievement of Arkansas 7 7. Kingdom Builders 8 8. Milton Pitts Crenshaw Aviation Academy 9 9. We Care of Pulaski County 10 10. Arkansas Community Dispute Resolution Center 11 Section 2. Funds for these programs are from the 2018 PIT Allocation, Account No. 108159- 12 515A925. 13 Section 3. (a)The term for each contract listed in Section 1 of this resolution shall be for a period of 14 seven (7) months with a start date of June 1, 2018, and an understanding that the City ratifies, accepts, 15 and will compensate any work done between June 1, 2018, and the effective date of the approved 16 contract. 17 (a) The City, in its sole discretion and upon mutual agreement of the parties, may extend a 18 contract for a one (1) calendar year period to begin January 1, 2019, and end December 31, 19 2019. 20 Section 4. All payments are conditioned upon entry into contracts for services that are in a form 21 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to 22 offer similar services to any vendor during 2018 if, it its sole discretion, it decides to do so. 23 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 24 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 25 adjudication shall not affect the remaining portions of this resolution,which shall remain in full force and 26 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 27 resolution. 28 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent 29 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency. 30 ADOPTED- 15,2018 31 A..
