3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A LEASE FOR PROPERTY OWNED BY THE INSTITUTE OF
5 BASIC LIFE PRINCIPALS, INC., IN THE AMOUNT OF ONE HUNDRED
6 FORTY-EIGHT THOUSAND, FOUR HUNDRED DOLLARS ($148,400.00),
7 TO PROVIDE DOWNTOWN OFFICE SPACE FOR THE LITTLE ROCK
8 POLICE DEPARTMENT FOR A PERIOD OF ONE (1)-YEAR; AND FOR
9 OTHER PURPOSES.

11 WHEREAS, the Institute of Basic Life Principals, Inc. (IBLP), owns property located at 300 East
12 Roosevelt Road in Little Rock, Arkansas, and is willing to lease approximately 12,440 square-feet of
13 office space for use by the Little Rock Police Department's Downtown Division;and,
14 WHEREAS,IBLP offered to lease this office space to the City of Little Rock for an annual rental fee
15 of Ten Dollars ($10.00) per square-foot, plus a Monthly Maintenance Fee of Two Thousand Dollars
16 ($2,000.00)per month; and,
17 WHEREAS, the Little Rock Police Department's Downtown Division Office is currently located at
18 300 East Roosevelt Road, and suitable office space has not been located in the area as an alternative to
19 continuing the City's current lease with IBLP; and,
20 WHEREAS, the Little Rock Board of Director recognizes the importance of providing office space
21 for this Police Department Division in the Downtown Area and desires to lease approximately 12,440
22 square-feet of office space from IBLP for the proposed Annual Rental Fee and Monthly Maintenance Fee;
23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The Board of Directors hereby authorizes the City Manager to enter into an agreement
26 with the Institute of Basic Life Principals, in a form to be approved by the City Attorney, for the lease of
27 approximately 12,440 square-feet of office space located at 300 East Roosevelt Road in Little Rock for a
28 total amount of One Hundred Forty-Eight Thousand, Four Hundred Dollars ($148,400.00) for a one (1)-
29 year period.
30 Section 2. Funds for the Monthly Maintenance Fee of Two Thousand Dollars ($2,000.00) per month
31 have been appropriated in the Little Rock Police Department's Operating Budget, Account No. 105255-
32 64140, and funds for the rental fee in the amount of One Hundred Twenty-Four Thousand, Four Hundred
33 Dollars($124,400.00)are requested from the City's General Fund.

1 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 resolution.
6 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
7 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency
