3 A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF
4 LITTLE ROCK, ARKANSAS, TO UTILIZE FEDERAL-MD
5 RECREATIONAL TRAIL FUNDS AND TO AUTHORIZE THE MAYOR
6 AND CITY MANAGER TO EXECUTE ANY AND ALL NECESSARY
7 AGREEMENTS AND CONTRACTS FOR ITS ADMINISTRATION; AND
8 FOR OTHER PURPOSES.

10 WHEREAS, the City of Little Rock, Arkansas, understands that Federal-Aid Recreational Trail
11 Program Funds are available from the Arkansas Department of Transportation at 80%Federal participation
12 and 20% local match/in-kind labor to develop or improve Boyle Park; and
13 WHEREAS,the City of Little Rock understands that Federal-Aid Funds are available for this project
14 on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary
15 reimbursement; and
16 WHEREAS,the City is submitting a grant application for Boyle Park Bike Trail Enhancements which
17 will include a gateway trail, skills course and smaller loop with new trail segments within the park;and
18 WHEREAS,this project will be open and available for use by the general public and maintained by
19 the applicant for the life of the project;
20 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS:
22 Section 1. Board of Directors of the City of Little Rock wish participate in the use of Federal Grant
23 Funding in accordance with its designated responsibility, including maintenance of this project.
24 Section 2. The Mayor and City Manager and any other necessary City employees are hereby authorized
25 and directed to execute all appropriate agreements and contracts necessary to expedite the construction of
26 the above stated project.
27 Section 3. The Board of Directors authorize the City Manager to apply for, and the Arkansas
28 Department of Transportation to initiate action to implement this project.
29 Section 4. Funding for the match portion of the project is available from FY 2019 Trails Activity
30 Account No. 326459-TS45A21 and the remainder will be provided with in-kind labor.
31 Section 5. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph,
32 subparagraph, item, sentence,clause,phrase,or work of this resolution is declared or adjudged to be invalid
33 or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the resolution

1 which shall remain in full force and effect as if the portion so declared or adjudged invalid or
2 unconstitutional was not originally a part of this resolution.
3 Section 6. Repealer. All ordinances, resolutions, or parts of the same that are inconsistent with the
4 provisions of this resolution are hereby repealed to the extent of such inconsistency.
