14757 1 RESOLUTION NO. 14,757 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH PROFESSIONAL ACCOUNT 5 MANAGEMENT,LLC, FOR A PARKING MANAGEMENT SYSTEM FOR 6 THE CITY OF LITTLE ROCK, ARKANSAS; FOR DEVICES AND 7 SERVICES FOR PARKING CITATIONS AND MANAGEMENT SYSTEM; 8 AND FOR OTHER PURPOSES. 9 10 WHEREAS, a need exists for the improved processing, accounting and accountability of the City's 11 Parking Citation Management System and a new system should reflect the standards utilized within the 12 parking industry; and 13 WHEREAS,the Public Works Department would like to replace its aging parking citation devices and 14 have an experienced provider for certain parking citation management responsibilities; and 15 WHEREAS,the City recently issued and advertised a Request for Proposal for the services of a Parking 16 Citation Management Contractor to provide an Integrated Parking Management System, as well as 17 hardware and software to operate the system and to provide training for Parking Enforcement personnel on 18 the Parking Management System; and 19 WHEREAS, Professional Account Management, LLC, a Duncan Solutions Company, submitted the 20 lowest responsive and responsible bid(Bid No. 17123),meeting the City's specifications; and 21 WHEREAS,the City's Parking Citation Management will be greatly enhanced and more efficient with 22 the enhanced citation devices and parking citation processing and management software and services 23 proposed by Professional Account Management,LLC. 24 WHEREAS, Professional Account Management, LLC, will receive 10% of Parking Fine Revenues 25 received within thirty (30) days and 25% of Parking Fine Revenues received after thirty (30) days from 26 ticket issuance. 27 WHEREAS,the initial term of the contract shall be for three(3)years with the possibility of four(4), 28 one(1)-year extensions by mutual agreement. 29 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 30 OF LITTLE ROCK,ARKANSAS: 31 Section 1. The City Manager is authorized to enter into a contract with Professional Account 32 Management, LLC, for an Integrated Parking Management System in return for 10% of collected Parking 33 Fine Revenues received with thirty(30)days of ticket issuance and 25%of Parking Fine Revenues received [Page 1 of 2] 1 after thirty (30) days of ticket issuance, plus reimbursement of actual postage, during the term of the 2 contract. The initial term shall be for three(3)years with the possibility of four(4),one(1)-year extensions 3 by mutual agreement. 4 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 5 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 6 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and 7 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 8 resolution. 9 Section 3. Repealer.
