3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH INTERNATIONAL BUSINESS MACHINES
5 CORPORATION, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED
6 SIXTY-NINE THOUSAND, FORTY-TWO AND 67/100 DOLLARS
7 ($169,042.67), FOR THE PURCHASE OF DATABASE SOFTWARE
8 LICENSING AND SUPPORTING ELEMENTS TO CONDUCT LINK
9 ANALYSIS FOR THE LITTLE ROCK POLICE DEPARTMENT GUN
10 CRIMES INTELLIGENCE UNIT; AND FOR OTHER PURPOSES.

12 WHEREAS, The City of Little Rock was awarded a Department of Justice FY 2017 Technology
13 Innovation for Public Safety(TIPS)grant to purchase software licenses,design and install the software and
14 provide training and maintenance to successfully deploy Database and Link Analysis Software System for
15 the Little Rock Police Department to be able to analyze and visualize relationships and linkages in gun
16 crime cases;
17 WHEREAS, International Business Machines Corporation was selected through a Request for
18 Proposal process, Bid No. 18107, to provide, implement and maintain said software for up to three (3)
19 years;and
20 WHEREAS,the cost of this project will be paid for primarily by a TIPS Grant for One Hundred Fifty
21 Thousand Dollars ($150,000.00), Account No. 270529-G35158, and the remaining funds of Nineteen
22 Thousand, Forty-Two and 67/100 Dollars ($19,042.67) provided by United States Department of the
23 Treasury Equitable Sharing,Account No. 270529-G35148).
24 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS:
26 Section 1. The City Manager is hereby authorized to execute an agreement with International
27 Business Machines Corporation in an amount not to exceed One Hundred Sixty-Nine Thousand, Forty-
28 Two and 67/100 Dollars ($169,042.67), to provide Database and Link Analysis software for the Little
29 Rock Police Department Gun Crimes Intelligence Unit.
30 Section 2. Funds for this project will be paid, in part, from a TIPS Grant for One Hundred Fifty
31 Thousand Dollars ($150,000.00), Account No. 270529-G35158, and the remaining funds of Nineteen
32 Thousand, Forty-Two and 67/100 Dollars ($19,042.67) provided by United States Department of the
33 Treasury Equitable Sharing,Account No. 270529-G35148).

1 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 resolution.
6 Section 4. Repealer. All laws, ordinances, resolutions or parts of the same that are inconsistent with
7 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
