21524I 2 ORDINANCE NO. 21,524 3 A ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ISSUE A SOLE- S SOURCE PURCHASE ORDER TO TACTICAL ELECTRONICS, IN AN 6 AMOUNT NOT TO EXCEED FORTY-FOUR THOUSAND, NINE 7 HUNDRED FOUR DOLLARS ($44,904.00), FOR THE PURCHASE OF ONE 8 (1) BOMB/EOD HAND -ENTRY INSTRUCTION COURSE FOR USE BY 9 THE LITTLE ROCK FIRE DEPARTMENT BOMB SQUAD AND OTHER 10 ARKANSAS BOMB TECHNICIANS; AND FOR OTHER PURPOSES. 11 12 WHEREAS, there is a need to purchase one (1) Bomb/EOD Hand -Entry Instruction Course to be 13 utilized by the Little Rock Fire Department Bomb Squad and other Arkansas Bomb Technicians; and 14 WHEREAS, Tactical Electronics is the sole supplier of the Bomb/EOD Hand -Entry Instruction Course 15 which meets Departmental specifications; and, 16 NOW, THEREFORE, BE IT ORDAINCED BY THE BOARD OF DIRECTORS OF THE CITY 17 OF LITTLE ROCK, ARKANSAS: 18 Section 1. The Board of Directors hereby authorizes the City Manager to purchase one (1) Bomb/EOD 19 Hand -Entry Instruction Course to be used by the Little Rock Fire Department Bomb Squad and other 20 Arkansas Bomb Technicians, in an amount not to exceed Forty -Four Thousand, Nine Hundred Four Dollars 21 ($44,904.00), including taxes. 22 Section 2. Funds for this purchase are available through the State Homeland Security Grant Program, 23 and are to be paid from Account No. G030340. 24 Section 3. Because Tactical Electronics is the only authorized distributor of this instruction course in 25 the area, the Board of Directors declares it is impractical and unfeasible to submit this purchase to 26 competitive bids. 27 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 28 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 29 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 31 ordinance. 32 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with 33 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
