14696 1 RESOLUTION NO. 14,696 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXTEND 4 THE CURRENT CONTRACTS WITH NON-PROFIT ORGANIZATIONS 5 TO PROVIDE POSITIVE PREVENTION PROGRAMS FOR YOUTH 6 AND TO PROVIDE YOUTH INTERVENTION PROGRAMS; AND FOR 7 OTHER PURPOSES. 8 9 WHEREAS, as part of the continued efforts to fund special programs with Prevention, Intervention 10 and Treatment(PIT) dollars that will benefit youth and young adults within the City; and, 11 WHEREAS,after a competitive selection process,the Children,Youth,and Families Commission met 12 to review the monitoring reports and responses of the various groups, and now has recommendations for 13 the approval of certain awards; 14 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 15 OF LITTLE ROCK,ARKANSAS: 16 Section 1. The City Manager is authorized to extend the current contracts with the following entities 17 in the listed amounts for a period of one(1)-year to provide identified programs: 18 (a) The following thirteen (13) Positive Prevention Programs shall be funded in an amount not to 19 exceed Seventy-Five Thousand Dollars($75,000.00)for Fiscal Year 2018 and shall serve the areas and age 20 groups noted: 21 1. Pulaski County Youth Services Ages 6-11 East 22 2. Our House Ages 6-11 Central 23 3. Our House Ages 12-17 Central 24 4. Mitchell Boys and Girls Club Ages 6-11 Midtown 25 5. Penick Boys and Girls Club Ages 6-11 West Central 26 6. Penick Boys and Girls Club Ages 12-17 West Central 27 7. Pulaski County Youth Services Ages 6-11 West Central 28 8. Pulaski County Youth Services Ages 6-11 West Central 29 9. Life Skills for Youth Ages 6-11 Southwest 30 10. Life Skills for Youth Ages 12-17 Southwest 31 11. In His Image YDC Ages 6-11 Southwest 32 12. City of Fire CDC Ages 6-11 Citywide/Bilingual 33 13. Songbird Multimedia/Performing Arts Ages 6-11 Citywide/Bilingual [Page 1 of 3] 1 (b) The following five (5) Youth Intervention Programs shall be funded in an amount not to exceed 2 Seventy-Five Thousand Dollars($75,000.00)for Fiscal Year 2018 and shall serve the areas noted: 3 1. Thrasher Boys and Girls Club Pink Central 4 2. St.John Unto Others Blue Central 5 3. Better Community Development Blue Midtown 6 4. Whetstone Boys and Girls Club Blue Southwest 7 5. Bridge 2 Success Blue Southwest 8 (c) The following Career & Life Skills System Development program for disconnected youth ages 9 eighteen (18) —thirty (30) shall be funded in an amount not to exceed One Hundred Thousand Dollars 10 ($100,000.00)for Fiscal Year 2018: 11 1. Our House 12 (d) The following Domestic Violence Counseling Program shall be funded in an amount not to exceed 13 Fifty Thousand Dollars($50,000.00)for Fiscal Year 2018: 14 1. McMahan Counseling 15 Section 2. Funds for these programs will be available in the 2018 PIT Budget for the Community 16 Programs Department. 17 Section 3. (a) The term for each contract listed in Section 1 of this resolution shall be for a period of 18 one (1)-year with a start date of January 1, 2018, and an end date of December 31, 2018, with an 19 understanding that the City ratifies, accepts and will compensate any work done between January 1, 2018, 20 and the effective date of this resolution. 21 (b) The City, in its sole discretion and upon mutual agreement of the parties,may extend 22 a contract for a one (1)-year period, not to exceed one (1) additional extension—to begin January 1, 23 2019. 24 Section 4. All payments are conditioned upon entry into contracts for services that are in a form 25 acceptable to the City Attorney;further,nothing in this resolution prevents the City from being able to offer 26 similar services to any vendor during 2018 if, in its sole discretion, it decides to do so. 27 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 28 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 29 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 31 resolution. 32 Section 6. Repealer.
