14694 1 RESOLUTION NO. 14,694 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXTEND 4 THE CURRENT CONTRACTS WITH NON-PROFIT ORGANIZATIONS 5 TO PROVIDE CITYWIDE PROGRAM ENHANCEMENT SERVICES TO 6 PREVENTION, INTERVENTION AND TREATMENT PROGRAMS AND 7 TO PROVIDE A YOUTH INTERVENTION PROGRAM; AND FOR 8 OTHER PURPOSES. 9 10 WHEREAS, as part of the continued efforts to fund special programs with Prevention, Intervention 11 and Treatment(PIT) dollars that will benefit youth and young adults within the City; and, 12 WHEREAS,after a competitive selection process,the Children,Youth,and Families Commission met 13 to review the monitoring reports and responses of the various groups, and now has recommendations for 14 the approval to extend certain contract awards; 15 NOW, THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 16 OF LITTLE ROCK,ARKANSAS: 17 Section 1. The City Manager is authorized to extend the current contracts with the following entities 18 in the listed amounts for a period of three (3) months, beginning January 1, 2018, and ending March 31, 19 2018,to provide identified programs: 20 (a) The following ten(10) Citywide Program Enhancement Services shall be funded in an amount not 21 to exceed Two Hundred Thousand Dollars($200,000.00)combined: 22 1) ABC Adolescent Center 23 2) Arkansas Community Dispute Resolution Center 24 3) Arkansas Repertory Theater 25 4) Arkansas Symphony Orchestra Society 26 5) Center for Youth and Families 27 6) Jack Stephens Youth Golf Academy/First Tee of Central Arkansas 28 7) Junior Achievement of Arkansas 29 8) Milton Pitts Crenshaw Aviation Training Camp 30 9) Songbird Performing Arts 31 10) We Care of Pulaski County 32 (b) The following one (1) Youth Intervention Programs shall be funded in an amount not to exceed 33 Eighteen Thousand, Seven Hundred Fifty Dollars($18,750.00): 34 1)Whetstone Boys and Girls Club,Pink(Southwest) [Page 1 of 2] 1 Section 2. Funds for these programs will be available in the 2018 PIT Budget for the Community 2 Programs Department. 3 Section 3. (a) The term for each contract listed in Section 1 of this resolution shall be for a period of 4 three (3) months with a start date of January 1, 2018, and an end date of March 30, 2018, with an 5 understanding that the City ratifies,accepts,and will compensate any work done between January 1,2018, 6 and the effective date of this resolution. 7 (b) The City, in its sole discretion and upon mutual agreement of the parties, may extend 8 any individual contract-not to exceed two (2) additional extensions — one for nine (9) months to begin 9 April 1,2018, and one for up to one(1)year to begin January 1,2019. 10 Section 4. All payments are conditioned upon entry into contracts for services that are in a form 11 acceptable to the City Attorney;further,nothing in this resolution prevents the City from being able to offer 12 similar services to any vendor during 2018 if, in its sole discretion, it decides to do so. 13 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 14 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 15 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 16 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 17 resolution. 18 Section 6. Repealer.
