RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS, ABANDONING AND CLOSING
THE ALLEYS IN BLOCKS 18 AND 19, POPE'S ADDITION
TO THE CITY OF LITTLE ROCK, ARKANSAS, AND AUTHOR-
IZING THE EXECUTION OF AN ABANDONMENT AGREEMENT
BY THE MAYOR AND THE CITY CLERK.
WHEREAS, East End Development Co., Inc., an Arkansas corpora-
tion, is the owner of all of Blocks 18 and 19, Pope's Addition to the
City of Little Rock, Arkansas, said blocks lying between 4th Street
and East Capitol Avenue and Commerce and Ferry Streets, subject to the
right of the public to use the alley in each of said blocks; and
WHEREAS, East End Development Co., Inc., has made satis-
factory arrangements for the moving of all utilities located in said
alleys as and when same may be necessary; and,
WHEREAS, all utilities have agreed to the closing of said
alleys, subject, however, to the right of Arkansas Power & Light Com-
pany, Southwestern Bell Telephone Company, and Little Rock Sanitary
Sewer System to maintain their existing facilities in the alley in
said Block 18; and
WHEREAS, the alley in said Block 18 runs north and south
through the center of said block, as same appears on the plat of Pope's
Addition to the City of Little Rock, appearing of record in Deed Book
H. page 32, in the Office of the Recorder of Pulaski County, Arkansas;
and
WHEREAS, the alley in said Block 19, as originally platted,
ran north and south through the center of said block, but the south
140 feet thereof was closed in 1881 by ordinance of the Council of the
City of Little Rock, appearing of record in Book H, page 297, in the
office of the City Clerk of Little Rock, Arkansas, said alley now run-
ning south from 4th Street a distance of 160 feet between Lots 4, 5
and 6 on the east and Lots 7, 8 and 9 on the west and thence running
west between Lot 9 on the north and Lot 10 on the south to Sherman
Street, the latter portion of said alley having been dedicated by deed

filed of record on July 25, 1881, same appearing of record in Book 5,
page 343, in the office of the Recorder of Pulaski County, Arkansas;
and
WHEREAS, the alleys in said blocks are not needed for high-
way purposes; and
WHEREAS, all existing structures on said Blocks 18 and 19
have been razed and said alleys are no longer required for public
purposes;
NOW, THEREFORE, the Board of Directors of the City of Little
Rock, Arkansas, does hereby find and declare that the alleys in Blocks
18 and 19, Pope's Addition to the City of Little Rock, Arkansas, are
not needed for highway or other public purposes and that the welfare
of the City will be enhanced and promoted by the closing and abandon-
ing of said alleys;
BE IT, THEREFORE, RESOLVED: That said alleys in Blocks 18
and 19, Pope's Addition to the City of Little Rock, Arkansas, be and
the same are hereby abandoned and closed, subject, however, to the
right of Arkansas Power & Light Company, Southwestern Bell Telephone
Company, and Little Rock Sanitary Sewer System to maintain their exist-
ing facilities in the alley in said Block 18, and the Mayor and the
City Clerk are hereby authorized and directed to join in a written
agreement with the owners of all the real estate of said Blocks 18
and 19, Pope's Addition to the City of Little Rock, Arkansas, to close
and abandon the alleys in said blocks, as hereinbefore described.
