3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO.
4 21,343 (DECEMBER 13, 2016), TO ADJUST THE FISCAL YEAR 2017
5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE
6 ADJUSTMENTS FOR THE GENERAL,STREET AND FLEET FUNDS;TO
7 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.

9 WHEREAS,the City approved a comprehensive budget for the City of Little Rock,Arkansas,in Little
10 Rock,Ark., Ordinance No.21,343 (December 13,2016), and
11 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General
12 Fund,and where necessary to authorize the increase or decrease in the Fiscal Year 2017 line items for these
13 and other matters,and
14 WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance with City
15 Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to the
16 Board of Directors for approval,
17 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. General Fund Section 5 of Ordinance No.21,343 is hereby amended so the General Fund
20 Operating Resources amount will increase by Two Million, One Hundred and Seventy-Eight Thousand,
21 Eight Hundred Fifty Dollars($2,178,850.00)to Two Hundred Six Million, Seven Hundred One Thousand,
22 One Hundred Twenty Dollars($206,701,120.00), and to reflect increases in operating budgets for General
23 Fund Departments of Two Million, One Hundred and Seventy-Eight Thousand, Eight Hundred Fifty
24 Dollars($2,178,850.00)to Two Hundred Six Million,Seven Hundred One Thousand,One Hundred Twenty
25 Dollars($206,701,120.00).
26 Section 2. Street Fund Section 5 of Ordinance No. 21,343 is hereby amended so the Street Fund
27 Operating Uses amount will increase by Three Hundred Twenty Thousand Dollars($320,000.00)to Twenty
28 Million,Four Hundred Ninety-Two Thousand, Eight Hundred Thirty-Two Dollars($20,492,832.00). •
29 Section 3. Fleet Fund. Section 5 of Ordinance No. 21,343 is hereby amended so the Fleet Fund
30 Operating Uses amount will increase by Five Hundred Thousand Dollars($500,000.00)to Twelve Million,
31 Seven Hundred Thirty-Two Thousand,Five Hundred Fifty-Two Dollars($12,732,552.00)
32 Section 4. Records. The Director of Finance & Treasurer is directed to maintain appropriate records
33 which provide greater detail for the adjustments set forth in this ordinance as reflected in the materials

1 provided to the Board of Directors for the November 7,2017,meeting.
2 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
3 word of this ordinance isdeclared or adjudged to be invalid or unconstitutional, such declaration or
4 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
5 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
6 ordinance.
7 Section 6. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
8 ordinance are hereby repealed to the extent of such inconsistency.
9 Section 7.Emergency. It is necessary to approve an amendment to the 2017 Budget because the City's
10 ability to properly maintain its budgets and to account for its funds is essential to maintain the public health,
11 safety and welfare; an emergency is, therefore, declared to exist and this ordinance shall be in full force
12 and effect from and after the date of its passage.
