3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH MORRIS BECK CONSTRUCTION
5 SERVICES, IN AN AMOUNT NOT TO EXCEED ONE MILLION, FOUR
6 HUNDRED NINETY-SEVEN THOUSAND, EIGHT HUNDRED EIGHTY-
7 THREE AND 05/100 DOLLARS ($1,497,883.05), FOR THE RENOVATION
8 OF THE HVAC SYSTEM AND EXTERIOR PORCHES OF THE U.S.
9 ARSENAL BUILDING, LOCATED IN MACARTHUR PARK; AND FOR
10 OTHER PURPOSES.

12 WHEREAS, it is necessary to renovate the exterior porches of the historic U.S. Arsenal Building 10-
13 cated in MacArthur Park, and also to install a new HVAC System to the National Historic Landmark that
14 is home to the MacArthur Museum of Military History; and,
15 WHEREAS, after a competitive selection process it was determined that Morris Beck Construction
16 Services provided the most qualified and acceptable bid;
17 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. The City Manager is authorized to enter into an agreement with Morris Beck Construction
20 Services to repair the exterior porches at the historic U.S. Arsenal Building in MacArthur Park, and to
21 design and install an HVAC System for the building in an amount not to exceed One Million, Three
22 Hundred Two Thousand, Five Hundred Seven Dollars($1,302,507.00),plus a design fee of One Hundred
23 Thirty Thousand,Five Hundred Seven Dollars($130,507.00)for Architectural Design Services;provided,
24 if and only if required, an additional amount of Sixty-Five Thousand, One Hundred Twenty-Five and
25 35/100 Dollars($65,125.35)may be available for any contingency costs.
26 Section 2. Funding for these services will be taken first from the proceeds of the Bonds issued pursu-
27 ant to Little Rock, Ark., Ordinance No. 21,142 (December 1, 2015) and the successful election held on
28 February 9, 2016; in addition, funds will be available from the One (1)-Cent Lodging Tax dedicated to
29 Parks via Account No. 10859-S45A711 and from a grant from the Department of Arkansas Heritage Grant
30 Fund in Account No. 270459-G23123.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
2 resolution.
3 Section 4. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
4 hereby repealed to the extent of such inconsistency.
