21491 1 ORDINANCE NO. 21,491 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANGER TO ENTER INTO AN 5 AGREEMENT WITH NORTHROP GRUMMAN SYSTEMS 6 CORPORATION, IN THE AMOUNT OF FIFTY-ONE THOUSAND, TWO 7 HUNDRED TWENTY-EIGHT THOUSAND DOLLARS ($51,228.00), TO 8 PROVIDE ONE (1)-YEAR OF HARDWARE MAINTENANCE SERVICES 9 FOR THE CITY'S 911 EMERGENCY COMMUNICATIONS SYSTEM; TO 10 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES. 11 12 WHEREAS, the City has a 911 Emergency Communications System which utilizes software from 13 Northrop Grumman Systems Corporation, and for which a contract with this corporation is possible for 14 annual maintenance of the hardware; and, 15 WHEREAS, the current agreement expires on October 12, 2017, and it is essential that this contract 16 remain in place at all times; 17 NOW, THEREFORE, IT IS ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 18 OF LITTLE ROCK,ARKANSAS: 19 Section 1. The City Manager is authorized to enter into an agreement with Northrop Grumman 20 Systems Corporation in an amount not to exceed Fifty-One Thousand, Two Hundred Twenty-Eight 21 Thousand Dollars($51,228.00), plus any applicable taxes and fees, to provide Hardware Maintenance for 22 the City's 911 Emergency Communications System. 23 ( Section 2. Because the City's software for this system is with Northrop Grumman Systems 24 Corporation,and only this entity can provide Hardware Maintenance, it is impractical and unfeasible to bid 25 this agreement. 26 Section 3. Funds for this contract are available in the Information Technology Department's 27 Networking Hardware Maintenance Account No. 103030-61340. 28 Section 4. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph, 29 item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or 30 unconstitutional, such declaration or adjudication shall not affect the remaining provisions of this 31 ordinance, as if such invalid or unconstitutional provision were not originally a part of this ordinance. 32 Section 5. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this 33 ordinance are hereby repealed to the extent of such inconsistency. [Page 1 of 2] 1 Section 6. Emergency Clause.
