3 AN ORDINANCE TO DECLARE IT IMPRATICAL AND UNFEASIBLE
4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER A
5 CONTRACT WITH UTILITY ASSOCIATES, IN THE AMOUNT OF ONE
6 HUNDRED TWENTY THOUSAND, ONE HUNDRED EIGHTY DOLLARS
7 ($120,180.00), FOR THE PURCHASE OF SIXTY (60) ROCKET MODEMS
8 FOR THE LITTLE ROCK POLICE DEPARTMENT; AND FOR OTHER
9 PURPOSES.

11 WHEREAS,the City of Little Rock has purchased sixty(60) Ford Interceptor Sports Utility Vehicles
12 pursuant to Little Rock, Ark., Resolution No. 14,623 (August 15,2017); and,
13 WHEREAS, it is necessary to place Modems into these vehicles for their use by the Little Rock Police
14 Department;and,
15 WHEREAS, it is necessary that all Modems for all Police vehicles are the same and it is impractical
16 and unfeasible to bid this contract; and,
17 WHEREAS,the City is able to purchase these Modems from Utility Associates, in the amount of One
18 Hundred Twenty Thousand, One Hundred Eighty Dollars($120,180.00);
19 NOW,THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. The City Manager is authorized to purchase sixty (60) Rocket Modems from Utility
22 Associates, in the amount of One Hundred Twenty Thousand,One Hundred Eighty Dollars($120,180.00),
23 for use by the Little Rock Police Department.
24 Section 2. Because all Police Modems must be interchangeable and a number of these Modems are
25 already in place,the Board of Directors finds that it is impractical and unfeasible to submit this contract to
26 a competitive selection process.
27 Section 3. Funds for this appropriation are available in Account No. 325529-72300-F447002 as part
28 of the 2017 Police Short-Term Note.
29 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
30 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
31 adjudication shall not affect the remaining portions of this ordinance, which shall remain in full force and
32 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
33 ordinance.

1 Section 5. Repealer. All laws,ordinances and resolutions,or parts of the same,that are inconsistent
2 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
