3 A RESOLUTION TO AMEND LITTLE ROCK, ARK. RESOLUTION
4 NO. 11,802 TO CORRECT THE APPOINTMENT OF JOB SEREBROV
5 TO THE HISTORIC DISTRICT COMMISSION, TO APPROVE
6 CAROLYN NEWBERN'S REAPPOINTMENT TO THE HISTORIC
7 DISTRICT COMMISSION, AND FOR OTHER PURPOSES.

9 WHEREAS, Little Rock, Ark. Code §23 -97(a) (Rev. 1988) provides for
10 appointments to the Little Rock Historic District Commission; and
11 WHEREAS, the required procedure was inadvertently not followed prior to Job
12 Serebrov's appointment to the Historic District Commission; and
13 WHEREAS, upon learning of the procedural errors, Mr. Serebrov graciously
14 requested that his appointment be withdrawn ab initio to allow the appointment
15 process to be corrected, and expressed his interest in filling another vacancy on the
16 Historic District Commission.
17 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
18 OF THE CITY OF LITTLE ROCK, ARKANSAS:
19 Section 1. Little Rock, Ark., Resolution No. 11,802 (July 20, 2004) is hereby
20 amended to withdraw ab initio the appointment of Job Serebrov to the Quapaw Quarter
21 Association position on the Historic District Commission.
22 Section 2. In recognition of Job Serebrov's qualifications and participation in
23 the application process, Mr. Serebrov is hereby appointed to serve an unexpired term
24 left vacant by Terrence Bolden's March 9, 2005 resignation from the Historic District
25 Commission's at -large position, said term expiring June 15, 2006.

1 Section 3. Pursuant to a timely request submitted by Carolyn Newbern, Mrs.
2 Newbern is hereby reappointed to serve a second term on the Little Rock Historic
3 District Commission as the Quapaw Quarter Association representative.
4 Section 4. Severability. In the event any title, section, paragraph, item,
5 sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid
6 or unconstitutional, such declaration or adjudication shall not affect the remaining
7 portions of the resolution which shall remain in full force and effect as if the portion so
8 declared or adjudged invalid or unconstitutional was not originally a part of the
9 resolution.
10 Section 5. Repealer. All resolutions, bylaws, and other matters inconsistent
11 with this resolution are hereby repealed to the extent of such inconsistency.
