3 AN ORDINANCE TO AUTHORIZE THE CITY MANAGER DISPENSE
4 WITH THE REQUIREMENT OF A COMPETITIVE PROCESS AND TO
5 ENTER INTO A CONTRACT WITH APCO INTERNATIONAL, IN AN
6 AMOUNT NOT TO EXCEED FIFTY-SIX THOUSAND, NINE HUNDRED
7 FORTY DOLLARS ($56,940.00),TO ASSIST IN THE DEVELOPMENT OF
8 A REQUEST FOR PROPOSALS FOR THE REPLACEMENT OF THE
9 EXISTING COMPUTER-AIDED DISPATCH SYSTEM FOR THE LITTLE
10 ROCK POLICE DEPARTMENT; TO DECLARE AN EMERGENCY; AND
11 FOR OTHER PURPOSES.

13 WHEREAS,the City has determined that it is time to update and replace its Computer-Aided Dispatch
14 System("CAD")which is an essential and primary tool for 911 emergency calls, and for communication
15 with emergency services within the City; and,
16 WHEREAS,as part of an evaluation by APCO International("APCO")it has been determined that its
17 expertise in this particular area to help draft a comprehensive request for proposals, or Request for
18 Qualifications, is essential;
19 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. The Board of Directors finds that in light of the current evaluation of emergency
22 communications that has already occurred and the unique expertise of APCO it is impractical and unfeasible
23 to bid this particular contract.
24 Section 2. The City Manager is authorized to enter into an agreement with APCO for the development
25 of the appropriate competitive selection documents for the purchase of a new CAD System for Little Rock
26 Emergency Communications in an amount not to exceed Fifty-Six Thousand,Nine Hundred Forty Dollars
27 ($56,940.00).
28 Section 3. Funds for this purchase are available in Little Rock Police Department Communications
29 Other Contract Account No. 105260-63390.
30 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
2 ordinance.
3 Section 5. Repealer. All resolutions, bylaws, and other matters inconsistent with this ordinance are
4 hereby repealed to the extent of such inconsistency.
5 Section 6. Emergency Clause. The necessity to prepare appropriate documents to purchase a CAD
6 System for City Emergency Communications, and the expertise to determine what should go into such
7 documents, as quickly as possible, is essential to the public health, safety and welfare; an emergency is,
8 therefore, declared to exist and this ordinance shall be in full force and effect from and after the date of
9 its passage.
