14563 1 RESOLUTION NO. 14,563 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO CONTRACTS TO PROVIDE SUMMER ACADEMIC 5 ENRICHMENT AND RECREATION PROGRAMS APPROVED BY THE 6 COMMISSION ON CHILDREN, YOUTH AND FAMILIES FOR 2017; 7 AND FOR OTHER PURPOSES. 8 9 WHEREAS, as part of the continued efforts to fund special programs with Prevention and 10 Intervention Dollars that will benefit children,youth and families within the City; and, 11 WHEREAS, Summer Academic Enrichment and Recreation Programs are part of the Positive 12 Prevention and Youth Intervention Programs conducted by a non-profit organization which may be 13 located anywhere within the City; and, 14 WHEREAS, after the issuance of a request for qualifications for these services twenty-two (22) 15 applicants bid for Summer Academic Enrichment and Recreation Programs in Bid No. 17137-C; and, 16 WHEREAS,a review committee met to evaluate the qualifications and responses of the various non- 17 profit organizations, the Commission on Children, Youth and Families met to review the 18 recommendations; and, -19 WHEREAS, in the course of this review it was determined that there were four (4) additional 20 programs that would be acceptable to the City and would be recommended if there were funds available 21 for these programs; and, 22 WHEREAS, upon the formal adoption of this resolution, contracts will be finalized and executed 23 with the organizations; 24 NOW, THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 25 OF LITTLE ROCK,ARKANSAS: 26 Section 1. The City Manager is authorized to enter into Contracts with the following fifteen (15) 27 entities in the listed areas of the City for 2017 to provide Summer Academic Enrichment and Recreation 28 Programs in an amount not to exceed Twenty Thousand Dollars($20,000.00)per program: 29 a. Our House Central 30 b. Boys &Girls Club—Thrasher Central ntral Central 31 c. ABC Adolescent Center East 32 d. Brandon House Midtown 33 e. The Knowledge Factory Midtown [Page 1 of 3] 1 f. Boys&Girls Club—Mitchell Midtown 2 g. The Centers for Youth&Families Midtown 3 h. Crenchaw Aviation Academy Midtown 4 i. Pulaski County Youth Services Midtown 5 j. Boys&Girls Club—Penick West Central 6 k. Life Skills for Youth Southwest 7 1. Songbird Multimedia Southwest 8 m. Moody Chapel AME Church Southwest 9 n. Sipe Ministries Southwest • 10 o. Boys &Girls Club—Whetstone Southwest 11 Section 2. Funds for these programs are available in the 2017 Budget for the Community Programs 12 Department in Account No. 108159- S 15A777. 13 Section 3. Additional Programs. During the course of the RFQ review process, the committee 14 determined that the following four (4) programs would be excellent additions if sufficient funds could be 15 found, and would be additional fulfillment of the City's Youth Masterplan;therefore,the City Manager is 16 directed to see if additional funds can be available for these four (4) programs, and if so to bring these 17 programs back to the Board of Directors for funding: 18 a. Hearts of Passion Everlasting Central 19 b. Cradle to Prison Central 20 c. Bridge 2 Success Southwest 21 d. Tanglewood Northwest 22 Section 4. (a)The term for each contract listed in Section 1 of this resolution shall be for a period no 23 longer than three (3) months. The programs will operate for eight (8) weeks (June 5, 2017, through July 24 28, 2017) with the final report due August 31, 2017, with an understanding that the City ratifies, accepts, 25 and will compensate any work done between June 5, 2017, and the effective date of the approved 26 contract. 27 Section 5. All payments are conditioned upon entry into contracts for services that are in a form 28 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to 29 offer similar services to any vendor during 2017 if, it its sole discretion, it decides to do so. 30 Section 6. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju- 32 dication shall not affect the remaining portions of this resolution, which shall remain in full force and ef- 33 fect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 34 resolution.
