14561 1 RESOLUTION NO. 14,561 2 3 A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF 4 LITTLE ROCK, ARKANSAS, TO UTILIZE FEDERAL-AID 5 TRANSPORTATION ALTERNATIVES PROGRAM FUNDS AND TO 6 AUTHORIZE THE MAYOR, CITY MANAGER AND CITY CLERK TO 7 EXECUTE ANY AND ALL NECESSARY AGREEMENTS AND 8 DOCUMENTS FOR ITS ADMINISTRATION; AND FOR OTHER 9 PURPOSES. 10 11 WHEREAS, the City of Little Rock understands Federal-Aid Transportation Alternatives Program 12 Funds and Recreational Trail Funds are available at 80% Federal participation and 20% local match to 13 develop or improve trails; and, 14 WHEREAS, the City of Little Rock understands that Federal-Aid Funds are available for these 15 projects on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual 16 monetary reimbursement; and, 17 WHEREAS, the City is submitting grant applications for two (2) trails: (1) An application for the 18 Transportation Alternatives Program (TAP) Funding for a project from the War Memorial Walking Trail 19 to the 12th Street Corridor, and will tie in the Little Rock Zoo and the Hillary Rodham Clinton Children's 20 Library & Learning Center; and, (2) An application for the Recreational Trails Program (RTP) Funding 21 for a trail at the Ottenheimer Therapeutic Recreation Center; and, 22 WHEREAS, if the grants are awarded, these projects, using Federal Funding, will be open and 23 available for use by the general public and maintained by the applicant for the life of the project; 24 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 25 OF LITTLE ROCK,ARKANSAS: 26 Section 1. In the event that the grant funds are awarded, the Mayor, City Manager and City Clerk, 27 and any other necessary City employees, are hereby authorized and directed to execute all necessary and 28 appropriate agreements, documents and contracts to administer the Transportation Alternatives Program 29 Funds and Recreational Trail Funds programs and expedite the construction of such. 30 Section 2. The Board of Directors pledges its full support and hereby authorizes the Arkansas 31 Highway and Transportation Department to initiate action to implement this project. 32 Section 3. Funding for the match portion of the projects is available from Public Works Department 33 Budget. [Page 1 of 2] 1 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 5 resolution. 6 Section 5. Repealer.
