14543 1 RESOLUTION NO. 14,543 2 • 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO AGREEMENTS WITH DIFFERENT ORGANIZATIONS TO 5 PROVIDE A CAREER LIFE SKILLS SYSTEM, DOMESTIC VIOLENCE 6 COUNSELING SERVICES AND CITYWIDE ENHANCEMENT 7 PROGRAMS; AND FOR OTHER PURPOSES. 8 9 WHEREAS,pursuant to the goals of the Youth Master Plan for the use and development of Prevention 10 Intervention and Treatment(PIT) Programs, it was concluded that Career Life Skills Programs, Domestic 11 Violence Counseling Services and Citywide Enhancement Programs were important issues to undertake; 12 and, 13 WHEREAS, after the issuance of a request for qualifications for a these services five (5) applicants 14 bid for Career Life Skills Systems Development in Bid No. 17124-C; two (2)applicants bid for Domestic 15 Violence Counseling Services in Bid No. 17126-C; and ten(10)qualified bids were received for Citywide 16 Enhancement Programs in Bid No. 17125-C; and, 17 WHEREAS, Citywide Enhancement Programs are Positive Prevention and Youth Intervention 18 Programs conducted by a non-profit organization which may be located anywhere within the City; and, 19 WHEREAS, various review committees met to determine which programs should receive funding 20 from the City for a seven(7)-month period in 2017; and, 21 WHEREAS,upon the adoption of this resolution contracts will be entered with these organizations; 22 NOW, THEREFORE, IT IS RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 23 OF LITTLE ROCK,ARKANSAS: 24 Section 1. The City Manager is authorized to enter into contractual agreements with the following 25 entities to provide the following services in a pro-rated amount not to exceed the annual amount listed next 26 to the service for the period of May 1, 2017 to December 31,2017: 27 (a) Career Life Skills Systems Development Up to $100,000.00 28 Our House,Inc. 29 (b) Domestic Violence Counseling Up to $50,000.00 30 McMahan Counseling 31 (c) Citywide Enhancement Programs Up to$700,000.00 combined 32 (a) ABC Adolescent Center 33 (b) Junior Achievement of Arkansas [Page 1 of 2] 1 (c) Center for Youth and Families 2 (d) Milton Pitts Crenshaw Aviation Training Camp 3 (e) Arkansas Repertory Theater 4 (f) We Care of Pulaski County 5 (g) Arkansas Community Dispute Resolution Center 6 (h) Songbird Performing Arts 7 (i) Arkansas Symphony Orchestra Society 8 (j) Jack Stephens Youth Golf Academy—also known as First Tee of Central Arkansas. 9 Section 2. Funds for these programs are available in the 2017 Budget for the Community Programs 10 Department. 11 Section 3. (a) The term for each contract listed in Section 1 of this resolution shall be for a period of 12 nine(9)months with a start date of April 1, 2017, and an understanding that the City ratifies, accepts, and 13 will compensate any work done between April 1,2017, and the effective date of this resolution; 14 (b) The City, in its sole discretion and upon mutual agreement of the parties, may 15 extend a contract for a one (1)-year period, not to exceed two (2) additional extensions, one to 16 begin January 1, 2018, and the other to begin January 1, 2019. 17 Section 4. All payments are conditioned upon entry into contracts for services that are in a form 18 acceptable to the City Attorney; further,nothing in this resolution prevents the City from being able to offer 19 similar services to any vendor during 2017 if, it its sole discretion, it decides to do so. 20 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 21 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 22 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and 23 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 24 resolution. 25 Section 6. Repealer.
