21358 1 ORDINANCE NO. 21,358 2 3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO. 4 21,114 (OCTOBER 20, 2015), TO AUTHORIZE AN AGREEMENT WITH 5 OPTIV SECURITY, INC., FOR SECURITY AWARENESS TRAINING 6 FOR CITY EMPLOYEES; TO AUTHORIZE AN EXPENDITURE OF 7 THIRTY-ONE THOUSAND, _FOUR HUNDRED TWENTY DOLLARS 8 ($31,420.00) FOR THE 2017 WORK TO BE PERFORMED PURSUANT TO 9 THE AGREEMENT; TO AUTHORIZE UP TO TWO (2), ONE (1)-YEAR 10 EXTENSIONS OF THE AGREEMENT; TO DECLARE AN EMERGENCY; 11 AND FOR OTHER PURPOSES. 12 13 WHEREAS,training on Security Awareness for the City Computer System is an essential component 14 for annual PCI compliance and audits for the Department of Finance&Administration,and the Little Rock 15 Police Department; and, 16 WHEREAS, in Little Rock, Ark., Ordinance No. 21,114 (October 20, 2015) ("LRO 21,114) an 17 ordinance was passed to dispense with competitive bids and allow a contract with OPTIV Security, Inc.,; 18 and, 19 WHEREAS, the City wishes to continue this agreement and believes that it is still impractical and 20 unfeasible to bid for such services, particularly since a change in services now would be even more 21 disruptive; 22 NOW,THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 23 OF LITTLE ROCK,ARKANSAS: 24 Section 1. Section 2 of LRO 21,114 is hereby amended to read as follows: 25 (a) The City Manager is authorized to enter into an agreement with Optiv Security, Inc., for 26 Online Security Awareness Training for all City employees who have access to the City's network 27 or handle payment card information, in the amount of Thirty-Two Thousand,Five Hundred Dollars 28 ($32,500.00)plus applicable taxes. 29 (b) The City Manager is authorized to enter into a three-year extension of the agreement with 30 Optiv Security, Inc., for Online Security Awareness Training for all City employees who have 31 access to the City's network or handle payment card information, in the amount of Thirty-One 32 Thousand,Four Hundred and Twenty Dollars($31,420.00),provided that this authorization begins 33 effective January 1, 2017. [Page 1 of 2] 1 (c) The City Manager is authorized to recommend up to two (2) additional three (3)-year 2 extensions of this agreement, as necessary, if deemed to be in the best interests of the City. 3 Section 2. Funds for the services provided in these agreements are available in the Little Rock 4 Information Technology Department's Annual Operating Budget. 5 Section 3. Severability. In the event any portion of this ordinance is declared or adjudged to be invalid 6 or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this 7 ordinance, which shall remain in full force and effect as if the portion so declared or adjudged invalid or 8 unconstitutional were not originally a part of this ordinance. 9 Section 4. Repealer. All ordinances and resolutions,and parts thereof,which are in conflict with any 10 provision of this ordinance are hereby repealed to the extent of such conflict. 11 Section 5.Emergency Clause.
