pc_05 19 1992sub_memorandum dated 02 10 1993C City of Littie Rock Department of Neighborhoods and Planning Planning Zoning and 723 West Markham Subdivision Little Rock,Arkansas 72201-1334 (501)371-4790 MEMORANDUM TO:RICHARD WOOD,ZONING AND SUBDIVISION MANAGER FROM:DANA CARNEY,PLANNER I K'UBJECT:CORRECTION TO WRITTEN MINUTE RECORD OF APRIL 7,1992 AND APRIL 21,1992 PLANNING COMMISSION MEETING (Z-5557) DATE:February 10,1993 In response to a request by Mr.Arian Harris,I reviewed the audio tapes of the above Planning Commission meetings and compared them to the written minute records.Mr.Harris'oncern was that the written record gave the impression that he was restricted from placing any signage on the wall of the proposed adult bookstore at 2923 (3001)West 65th Street. The written record of the April 7,1992 meeting for Item No.6 (Z-5557)leaves the impression that Mr.Harris was restricted from having any wall signage.This is not thecase.It is clear,from the audio tape,that the Commission had concerns about the possibility that the facade of the building might be covered with "mural-type"signs with graphics,pictures or product advertising. In response to a question from Commissioner Walker,a discussion of the proposed wall sign took place.After the discussion,Richard Wood,of the Planning staff,asked for aclarificationoftheproposedlimitsonfacadesignage.Mr.Harris stated that he desired a sign similar to that at his existing location at 4717 West 65th Street,giving the name of the business and identifying the use. Chairman McDaniel reiterated Mr.Harris'esire to have a wall sign. The written record of the April 21,1992 meeting for Item No."D"(Z-5557)also leaves the impression that the Commission voted to approve the CUP application with the condition that there not be any signage on the building.Again,this is not the case. The audio tape of this meeting reveals that a discussion took place between Mr.Harris and Commissioner Oleson regarding wall signs.Commissioner Oleson stated that she had driven by the location at 4717 West 65th Street and had observed the wall sign at thelocation.Mr.Harris stated that he desired to erect a similar sign at the new location at2923(3001)West 65th Street. I Page Two Commissioner Oleson asked if Mr.Harris proposed a similar "low key"sign with muted colors such as the blue and white sign at 4717 West 65th Street.Mr.Harris responded that it was his intention to use the same type of signage. The Planning Commission approved this application with restrictions an signs.I believe it is clear from the audio tape record that these restrictions are that the ground-mounted sign be limited to 3 feet by 4 feet in area and that the wall sign be low key and of muted colors,similar to the sign at the existing location at 4717 West 65th Street.There is not to be a "mural type"sign with graphics,pictures or product advertising.
