14410 1 RESOLUTION NO. 14,410 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO APPLY 4 TO THE ARKANSAS DEPARTMENT OF PARKS AND TOURISM'S 5 OUTDOOR RECREATION GRANTS PROGRAM FOR A ONE 6 HUNDRED SEVENTY-FIVE THOUSAND DOLLAR ($175,000.00) GRANT 7 TO CONSTRUCT A RESTROOM FACILITY AT THE TWO RIVERS 8 PARK, WITH THE CITY OF LITTLE ROCK TO PROVIDE ONE 9 HUNDRED SEVENTY-FIVE THOUSAND DOLLARS ($175,000.00) AS 10 MATCHING FUNDS; AND FOR OTHER PURPOSES. 11 12 WHEREAS, the City of Little Rock held a public hearing on July 30, 2016, for the purpose of 13 determining support for the City Manager to apply for a grant from the Arkansas Department of Parks and 14 Tourism in the amount of One Hundred Seventy-Five Thousand Dollars ($175,000.00) to construct a 15 permanent ADA restroom facility at the Two Rivers Park; and, 16 WHEREAS, prior to the hearing, three (3)additional public meetings were held to gather input from 17 minority groups including seniors, persons with disabilities and youth; and, 18 WHEREAS, the City will provide One Hundred Seventy-Five Thousand Dollars ($175,000.00) as 19 the "dollar for dollar" match for the grant, with the matching funds to come from the 2016 Grants Match; 20 and, 21 WHEREAS, the project will include restroom facilities for both males and females and an ADA 22 compliant Family Restroom; and, 23 WHEREAS, if the grant is awarded, the City will be required (via an easement) to permanently 24 maintain the restroom facility and if it is required to be moved to another location, the City will be 25 responsible for the costs of such; and, 26 WHEREAS, staff has prepared the budget and general design concepts for the facility and requests 27 permission from the Board to apply for grant funding for the project. 28 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 29 OF LITTLE ROCK,ARKANSAS: 30 Section 1. The City Manager is hereby authorized to apply for a grant from Arkansas Department of 31 Parks and Tourism in the amount of One Hundred Seventy-Five Thousand Dollars ($175,000.00), with 32 the City of Little Rock to provide a"dollar for dollar"match for the project. 33 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or IPage 1 of 21 1 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 2 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 3 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 4 resolution. 5 Section 3. Repealer.
