3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO AWARD
4 A CONTRACT TO HARPER CONSTRUCTION, INC., IN AN AMOUNT
5 NOT TO EXCEED ONE MILLION, SEVEN HUNDRED THIRTY-ONE
6 THOUSAND, NINE HUNDRED FORTY-FIVE DOLLARS ($1,731,945.00),
7 FOR STREET AND DRAINAGE IMPROVEMENTS TO TAYLOR LOOP
8 ROAD; AND FOR OTHER PURPOSES

10 WHEREAS, Bids were solicited for improvements to Taylor Loop Road and adjacent drainage,
11 Project No. 13-B-5E&No. 13-5-014,Bid No. 16016; and,
12 WHEREAS, Harper Construction, Inc., was the lowest responsive, responsible bid meeting
13 specifications.
14 NOW, THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
15 OF LITTLE ROCK,ARKANSAS:
16 SECTION 1. The City Manager is hereby authorized to execute an agreement with Harper
17 Construction, Inc., for Taylor Loop Road in an amount not to exceed One Million, Seven Hundred Thirty-
18 One Thousand, Nine Hundred Forty-Five Dollars ($1,731,945.00), which is the base bid amount of One
19 Million, Four Hundred Forty-Three Thousand, Two Hundred Eighty-Seven and 50/100 Dollars
20 ($1,443,2887.50), plus 20% contingencies..
21 SECTION 2. Funding for this project is from the 3/s-Cent Capital Improvement Sales and
22 Compensating Use Tax Funds and the 2013 Capital Improvements Bonds for Streets and Drainage as
23 authorized by Resolution No. 13,699 and amended by Resolution No. 14,269.
24 SECTION 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
25 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
26 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
27 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
28 resolution.
29 SECTION 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
30 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
31 SECTION 5. This resolution will be in full force and effect from and after the date of its adoption.
