3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDS, AND TO AWARD A CONTRACT IN THE
5 AMOUNT OF SIXTY THOUSAND, FIVE HUNDRED FIFTY THOUSAND
6 AND 25/100 DOLLARS($60,550.25),TO ENVIRONMENTAL VIDEO,LLC
7 —WATCHGUARD SERVERS,FOR THE PURCHASE OF TWO (2) VIDEO
8 SYSTEMS FOR PATROL CARS FOR USE AT THE PANKEY
9 SUBSTATION; TO DECLARE AN EMERGENCY; AND FOR OTHER
10 PURPOSES.

12 WHEREAS,pursuant to Bid No. 12-247, Environmental Video, LLC,was selected in 2012 to provide
13 the video software and network for car videos in Little Rock Police Department Cars pursuant to Little
14 Rock,Ark., Resolution No. 13,576(October 1,2012);and,
15 WHEREAS, it is necessary to purchase software and equipment for two (2) additional units for the
16 Pankey Police Substation; however, it is impractical and unfeasible to bid for these services since the
17 software and network now used is proprietary in nature;
18 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK,ARKANSAS:
20 Section 1. The City Manager is authorized to award a contract in an amount not to exceed Sixty
21 Thousand, Five Hundred Fifty and 25/100 Dollars ($60,550.25) to Environmental Video, LLC —
22 Watchguard Services, for equipment and software necessary for use at the Pankey Police Substation.
23 Section 2. Because the equipment and software for this network are proprietary in nature,the Board
24 of Directors finds that it is impractical and unfeasible to submit this contract to formal competitive bids.
25 Section 3. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph,
26 subparagraph,item,sentence,clause,phrase,or work of this ordinance is declared or adjudged to be invalid
27 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the ordinance
28 which shall remain in full force and effect as if the portion so declared or adjudged invalid or
29 unconstitutional was not originally a part of this ordinance.
30 Section 4. Repealer. All ordinances, resolutions, or parts of the same that are inconsistent with the
31 provisions of this ordinance are hereby repealed to the extent of such inconsistency.
32 Section 5. Emergency Clause. The ability to efficiently and effective network the equipment and
33 software used for police motor vehicle video is essential to the public health, safety, and welfare, and the

1 ability to have such equipment as needed in place when the Pankey Police Substation is opened is also
2 critical; therefore, an emergency, therefore, is declared to exist and this ordinance shall be in full force
3 and effect from and after the date of its passage.
