3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND TO AUTHORIZE THE CITY MANAGER
5 TO ENTER INTO A SOLE-SOURCE CONTRACT WITH EDGEWAVE,
6 THE TOTAL AMOUNT OF THIRTY THOUSAND, SIX HUNDRED
7 NINETY-ONE AND 51/100 DOLLARS, FOR THE PURCHASE OF
8 IPRISM WEB FILTERING SERVICE AND MAINTENANCE; AND FOR
9 OTHER PURPOSES.

11 WHEREAS, EdgeWave is the manufacturer and service provider for the City's Web Filter for the
12 Internet; and,
13 WHEREAS, EdgeWave currently provides the service and maintenance for EdgeWave's hardware
14 for the City's Web Filter for the Internet; and,
15 WHEREAS, the City has had EdgeWave's devices in place for several years and EdgeWave
16 provides their own support for these devices; and,
17 WHEREAS, EdgeWave's service and maintenance contract is in need of renewal and the three (3)-
18 year renewal comes with a significant discount; and,
19 WHEREAS, competitive bidding should be waived and a contract awarded to EdgeWave as the
20 sole-source provider for the renewal of the service and maintenance contract for the City's Web Filter for
21 the Internet for a three(3)-year term.
22 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. The Board of Directors finds that competitive bidding should be dispensed with regarding
25 the service and maintenance for the City's Web Filter for the Internet, and the contract for such services
26 should be awarded to EdgeWave as the sole-source provider for these services.
27 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and to enter
28 into a contract with EdgeWave for the renewal of the service and maintenance for the City's iPrisim Web
29 Filter for the Internet in an amount not to exceed Thirty Thousand, Six Hundred Ninety-One and 51/100
30 Dollars($30,691.51),plus taxes and fees, for a three(3)year term.
31 Section 3. Funding for this iPrisim Web Filter service and maintenance renewal is available from the
32 Information Technology Department's Annual Operating Budget.

1 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
5 ordinance.
6 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
7 any provision of this ordinance are hereby repealed to the extent of such conflict.
