3 A RESOLUTION TO AUTHORIZE THE EXECUTION OF A FIVE (5)-
4 YEAR EXTENSION OF THE INTERLOCAL AGREEMENT BETWEEN
5 THE CITY OF LITTLE ROCK, ARKANSAS, AND THE CITY OF
6 NORTH LITTLE ROCK, ARKANSAS, TO ALLOW METROPOLITAN
7 EMERGENCY MEDICAL SERVICES ("MEMS") TO CONTINUE TO
8 PROVIDE EMERGENCY MEDICAL SERVICES AND NON-
9 EMERGENCY ROUTINE TRANSPORTS IN NORTH LITTLE ROCK,
10 PURSUANT TO AN EXCLUSIVE FRANCHISE; AND FOR OTHER
11 PURPOSES.

13 WHEREAS, the City of Little Rock, Arkansas, and the City of North Little Rock, Arkansas, have,
14 beginning on September 15, 1986, previously executed, by their Mayors, Interlocal Agreements awarding
15 an exclusive franchise to Metropolitan Emergency Medical Services to provide Emergency Service and
16 Non-Emergency Routine Transport Ambulance Service to the citizens of North Little Rock, Arkansas;
17 and
18 WHEREAS, these Interlocal Agreements have furthered the governmental objective of both cities to
19 provide high-quality Advanced Life Support (ALS) and routine transport ambulance service to citizens;
20 and
21 WHEREAS, the current five (5)-year Interlocal Agreements expired in August 2015, and the cities
22 desire to extend such interlocal agreements for an exclusive franchise for an additional five (5)years, to
23 July 31,2020;
24 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS:
26 Section 1. In order for the Little Rock Ambulance Authority, d/b/a Metropolitan Emergency Medical
27 Services("MEMS")to continue the delivery of all ambulance services pursuant to an exclusive franchise
28 in the City of North Little Rock, Arkansas, the Board hereby authorizes the execution of a five (5)-year
29 extension of the Interlocal Agreements with the City of Little Rock, Arkansas, and the City of North
30 Little Rock, Arkansas, to expire July 31, 2020. Upon the expiration of the five (5)-year term, the Board
31 authorizes a month-to-month extension until a formal extension is approved by both cities.
32 Section 3. Severability. In the event any portion of this resolution is declared or adjudged to be
33 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this

1 resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
2 unconstitutional were not originally a part of this resolution.
3 Section 4. Repealer. All ordinances and resolutions,and parts thereof, which are in conflict with any
4 provision of this resolution are hereby repealed to the extent of such conflict.
