14328 1 RESOLUTION NO. 14,328 2 3 A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF 4 LITTLE ROCK, ARKANSAS, TO UTILIZE FEDERAL-AID 5 TRANSPORTATION ALTERNATIVES PROGRAM FUNDS FOR THE 6 CONSTRUCTION OF THE ROOSEVELT ROAD SIDEWALK PROJECT; 7 AND FOR OTHER PURPOSES 8 9 WHEREAS, the Metroplan Board has recently approved Federal-Aid Transportation Funding 10 for a project to install a sidewalk on Roosevelt Road from Interstate 30 to Main Street and along Main 11 Street from Roosevelt Road to 24th Street, and 12 WHEREAS,the Little Rock Board of Directors, hereinafter called the City, understands Federal-Aid 13 Transportation Alternative Funds are available at 80% Federal participation and 20% local match to 14 develop or improve the Roosevelt Road Sidewalk Project, and 15 WHEREAS, the City understands that Federal-Aid Funds are available for this project on a 16 reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary 17 reimbursement, and 18 WHEREAS, this project, using Federal funding, will be open and available for use by the general 19 public and maintained by the applicant for the life of the project. 20 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE 21 CITY OF LITTLE ROCK,ARKANSAS, THAT: 22 SECTION 1. The City will participate in accordance with its designated responsibility including 23 maintenance of this project. 24 SECTION 2. The City Manager is hereby authorized and directed to execute all appropriate 25 agreements and contracts necessary to expedite the engineering and construction of this project. 26 SECTION 3. The City pledges its full support and hereby authorizes the City to cooperate with 27 Metroplan and the Arkansas Highway and Transportation Department to initiate action to implement this 28 project. 29 SECTION 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, 30 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 31 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 32 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 33 resolution. All laws, ordinances, resolutions, or parts of the same, that are inconsistent 2 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency. 3 SECTION 6.
