3 A RESOLUTION TO AUTHORIZE THE CITY OF LITTLE ROCK,
4 ARKANSAS, TO SUPPORT A UNITED STATES DEPARTMENT OF
5 TRANSPORTATION TIGER GRANT BY THE UNIVERSITY OF
6 ARKANSAS AT LITTLE ROCK'S UNIVERSITY AVENUE CORRIDOR
7 REVITALIZATION PROJECT, WHICH WILL RECONFIGURE
8 UNIVERSITY AVENUE FROM 28T14 STREET TO THE ASHER AND
9 UNIVERSITY AVENUE INTERSECTION;AND FOR OTHER PURPOSES.

11 WHEREAS, the University of Arkansas at Little Rock's (UALR) University Avenue Corridor
12 Revitalization Project has submitted a grant application for a United States Department of Transportation
13 (USDOT) TIGER Grant which will reconfigure University Avenue from 28th Street to the Asher and
14 University Avenue intersection, at a total project cost of approximately Fourteen Million, Five Hundred
15 Thousand Dollars($14,500,000); and,
16 WHEREAS, the grant application is a result of a lengthy comprehensive planning process conducted
17 by UALR over the last several years; and,
18 WHEREAS,this resolution will authorize the City of Little Rock to support the USDOT TIGER Grant
19 to convert University Avenue, beginning at Asher/Colonel Glenn Avenues, from a five (5)-lane roadway
20 (two (2) northbound; three (3) southbound with turn-lanes) to a more pedestrian-friendly four (4)-lane
21 roadway with landscaped median, sidewalks, pedestrian tables, bus pullouts, and improved intersections;
22 and,
23 WHEREAS,the project will provide a much safer walking environment for students and residents of
24 the area,which includes visitors to the Mexican Consulate; and,
25 WHEREAS,a study has been conducted by Jacobs Engineering to ensure that the levels of service for
26 vehicular traffic will not be impaired by the reduction of one(1)-lane of traffic; and,
27 WHEREAS,this grant requires a minimum 20%match that can be a combination of in-kind,right-of-
28 way,utility relocation,and cash contributions;those assisting with the match will include Central Arkansas
29 Water,UALR and the City of Little Rock, Arkansas;
30 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
31 CITY OF LITTLE ROCK,ARKANSAS:
32 Section 1. The Board of Directors hereby authorizes the Mayor to issue a letter of support of the
33 University of Arkansas at Little Rock's University Avenue Corridor Revitalization Project's Grant

1 application for a United States Department of Transportation TIGER Grant which will reconfigure the
2 University Avenue from 28th Street to the Asher and University Avenue intersection, at a total cost of
3 approximately Fourteen Million,Five Hundred Thousand Dollars($14,500,000).
4 Section 2. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
5 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
6 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
7 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
8 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
9 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
10 resolution.
